CIP ICTPSP Draft Work Programme 2009 (agreed by the Programme Committee 21.11.2008) Theme 3: ICT for government and governance Objective 3.1: Enlargement of the e-Procurement Pilot PEPPOL Objective 3.2: Enlargement of the e-IDM Pilot STORK Funding instrument Pilot Type A - It is intended to support the extension of the e- Procurement Pilot PEPPOL for up to 5 M€ of EU contribution

Conditions and characteristics (agreed by the Programme Committee 21.11.2008) The pilot extension should have the following characteristics: It must include at least three additional relevant administrations (or legal entities designated to act on behalf of the national administrations) from Member States or associated countries not yet in the PEPPOL Consortium The outcome will lay the foundation for the methodology to encompass all Member States independently of the state of development of their eProcurement strategies It will develop a long term sustainability plan for pan-European deployment The additional activities addressed by the extension and the way they complement the existing PEPPOL pilot will have to be described in the proposal. In particular, attention will be paid on the additional eProcurement cross border cases. Proposal has to be submitted by the coordinator of the running PEPPOL project, acting on behalf of all the participants in the existing project, together with the new participants.

Expected impact (agreed by the Programme Committee 21.11.2008) Improved competitiveness of European businesses and particular SMEs by providing them with the tools to access large European markets for public services. Development of markets for innovative ICT solutions for e-Procurement.

Methodology to encompass all Member States (I) (To be agreed by the PEPPOL Governing Board 22.01.2009 and to be aligned with Third Call for Proposal) Gradual approach… Group 1: Ready to contribute in the implementation phase and the whole pilot period – Well functioning national solutions by 1.11.2009 – Resources and relevant technical competence available for contribution to construction of building blocks based on agreed specifications Group 2: Ready to contribute in whole pilot period – Well functioning national solutions by 1.5.2010 – Resources and relevant technical competence only available for implementation of building blocks Group 3: Ready to contribute in last part of pilot period – National solutions in advanced pilot stage by 1.11.2010 Group 4: Able to contribute by end of pilot period – eProcurement strategies developed and national solutions planned by 1.5.2010 – National solutions in advanced pilot stage by 1.5.2011

Conditions for enlargement (To be agreed by the PEPPOL Governing Board 22.01.2009 and to be aligned with Third Call for Proposal) 1.The enlargement will first focus on increasing the geographical coverage, in particular where Member States have now deployed an e- Procurement infrastructure. 2.It will secondly focus on the strengthening of the topics addressed by PEPPOL (e.g. Virtual Company Dossier, etc) by increasing the number of cross- border situations. 3.Thirdly, it must develop a long-term sustainability plan for pan-European deployment.

Criteria for participation (To be agreed by the PEPPOL Governing Board 22.01.2009 and to be aligned with Third Call for Proposal) Prerequisite: Existing eProcurement infrastructure Relevant administrations or legal entities designated to act on behalf of the national administrations, not yet a PEPPOL- participant Accept the existing Grant Agreement and Consortium Agreement Contribution to: Increasing the geographical coverage Strengthening of the topics addressed by PEPPOL Develop a long-term sustainability plan

Criteria for participation – overall (To be agreed by the PEPPOL Governing Board 22.01.2009 and to be aligned with Third Call for Proposal) Demonstrate engagement: Reference to national e-strategy documents within eGovernment or eProcurement strategies Political will Existing national solutions and resources enabling participation in one or more PEPPOL work packages Sustainability in national solutions Be prepared to coordinate other national participants – one single PEPPOL national contact point (SPOC) Take the role to establish the National Consortium Be prepared to set up National Consortium Agreements Description of National Solution, including: Volume of transactions National coverage, geographical and number of users…

Terms and conditions (To be agreed by the PEPPOL Governing Board 22.01.2009 and to be aligned with Third Call for Proposal) Accept PEPPOLs existing Grant Agreement and Consortium Agreement Financial contribution: – 50% reimbursement rate of eligible cost from effective date of amended contract – Participation in proposal work: Own risk and cost until effective date of amended contract
