4 4  The 4th EVS meeting TF1 was set up.  The 5th EVS meeting TF1 discussed the requirements and test procedures of insulation resistance proposed by FAW(China).  The 6th EVS meeting EVS IWG asked TF1 draft a proposed text for inclusion in the draft GTR.  The 7th EVS meeting TF1 proposed draft to the EVS IWG.  The 8th EVS meeting TF1 experts reached an agreement about the draft except one open issue—detailed parameter of the flooding test procedure.  The 9th EVS meeting The flooding parameters were discussed (EVS-08-17e) but without reaching any agreement. REESS immersion test at pack level which was agreed to be discussed TF1. 2. TF1 working progress

5 5  The Brussels meeting The meeting chair concludes that the meeting discussion results in 4 possible options for TF1 moving forward: OPTION 1: Chinese present proposal as described by EVS-08-17 OPTION 2: US proposal to expand scope of the water exposure tests as described in EVSTF-06-06 OPTION 3: Postpone water requirements to phase 2 to allow time for research and a wider discussion of water exposure conditions, including immersion. OPTION 4: Make isolation resistance monitoring mandatory for all electric vehicles Action: China and Japan will be champions for OPTION 1 and provide rationale. USA will be champion for OPTION 2 OICA will champion OPTION 3,OICA will provide technical information and supporting evidence for the benefits of the isolation monitoring system. 2. 6 6 Tokyo F2F meeting on Feb.29  All parties present the rationale  USA justify the expansion of the scope.  OICA share technical information and supporting evidence for the benefits of the isolation monitoring system.  Japan share some material on benefits of isolation resistance monitoring.  China provide rationale for Water Test.  All contract member's point about TF1  Agree : China and Japan agree to include in phase 1.  Not agree : EU think there were not any accidents caused by isolation failure , so there was no necessity to have water test.  Neutral : USA and Canada advice TF1 provide data and evidence to justify the “Protection against Water” necessity in the EVS 11th meeting. 2. Summary Key points of TF1 Discussion :  TF1 working Scope and Target: Identifying potential risk of electric shock caused by water, drafting the requirements for the GTR.  Washing and flooding are the representative examples of severe conditions in normal vehicle operation.  Isolation resistance value needs to be maintained in a range to prevent electric shock. When double isolation resistance failure occurs, it is possible that a person gets an electric shock.  Isolation monitoring system : detecting isolation loss, providing warning and inform driver to go to the service center for repairing.  The vehicle equipped with isolation monitoring systems, and the reliability of monitoring systems can be confirmed, normally by some standard as ISO 26262.  The vehicle equipped with isolation resistance monitoring systems. And the reliability of monitoring systems can not be confirmed  The vehicle wasn’t equipped isolation resistance monitoring systems.  China experts discussed China EV market situation :  Over the past two years big volume is already in the market, the data illustrating the isolation risk is not available yet.  China has certification system to regulate the OEM EV entire development action.
