4 What is a Citizen? The people who lived in the cities of Ancient Greece and Rome were called citizens  Being a citizen meant you had rights and a privileged life  It also meant that you had duties and responsibilities

18 Punishment A Judge or a Magistrate must decide how to punish those found guilty The law will include maximum sentences What options does she or he have?

19 Send them to Prison!  98,000 people were in UK prisons in 2011 (the highest in Europe)  It costs £150,000 to create each new prison place and £45,000 per prisoner per year.
