BOR FOCUS: ATLAS Program Features  The Awards to Louisiana Artists and Scholars (ATLAS) Program supports faculty in arts, humanities, and social sciences disciplines.  The emphasis is on the completion of substantive works, such as major fine art exhibitions, significant works of fiction, poetry, film, and drama, and scholarly monographs.  Projects are assessed based on their necessity, importance, originality, and likelihood to have an impact on a broad academic and/or artistic community.  Mandatory Letters of Intent are due in October. Full proposals are due in November. Check the RFP for specific dates and time.

BOR FOCUS: ATLAS Funding Considerations  Funding cannot exceed $50,000 over a one-year period. A proposal from multiple eligible faculty for a single cohesive project may request support of not more than $50,000 per participating faculty member.  Salary may not exceed 50% of the applicant’s AY salary and fringe, and leave (typically sabbatical) equivalent to the salary requested from BOR must be guaranteed by the institution.  Funds can be used for student assistants, publication costs, research travel, equipment, travel related to presentations of ATLAS-funded work and for out-of-state consultants to travel to Louisiana to assist in project work.

Proposal Preparation  SPA website: http://tulane.edu/asvpr/ora/index.cfmhttp://tulane.edu/asvpr/ora/index.cfm  Provide assistance with the non-technical aspects of proposals.  Budget development– calculate salaries, fringe benefit rates, indirect costs, etc.  Interpret sponsor proposal guidelines.  Provide guidance for electronic proposal submission.  Assist with certifications and compliance issues.  Provide institutional authorized signatures on proposals.

Award Notification/Account Set-up  Review the award terms and conditions and negotiate with the sponsor as necessary  Provide institutional signatures on award agreements (note: faculty are not authorized to sign any agreements)  Work with Grants & Contracts Accounting to establish account unique to your award − A “5-ledger”, a.k.a “restricted account”  Issue subcontracts as necessary  Provide guidance to faculty on foreign-based projects

Post-award Administration  Advise on and interpret sponsor’s rules and guidelines  Review certain expenditures (e.g. salary charges, equipment, etc.)  Approve extensions and rebudgeting  Submit requests for programmatic and budget changes to sponsors  Assist with administrative closeout of awards
