11. Winchester City Council Very specific exclusions so more transparent for developers No exclusions required for transport as only the named schemes are intended to be funded by CIL.

Governance Arrangements for Transfer of Funds Havant – bidding process  Request for bids 25 July, bids to be submitted 29 August!!  5 bids submitted by HCC – 3 transport schemes, 1 primary school extension and improvements to a library  Total cost of HCC bids = £10m  Expected annual CIL receipts = £1.5m Winchester – fixed proportion  Wanted to pass over a set amount for HCC to determine how to spend  Currently HCC collects between £600k - £1m annually, the majority for transport  WCC Cabinet decision to pass HCC 25% of residual CIL funds Expected annual CIL receipts = £800k - £1m  Expected annual CIL funds to HCC = £130k - £162.5k
