7 Working in Partnership with the Districts Hampshire CIL Officer’s Group  11 districts, 2 national parks and 2 unitary authorities  Sharing best practice and problem solving Membership of CIL Project Boards/Steering Groups

8 Formal Engagement through Consultation Corporate response coordinated by Strategic Infrastructure team following internal consultation Concentrate on following areas:  Strategic Developments  Extra Care Housing  Regulation 123 List

9 The Regulation 123 List Key area of concern for the County Council Particularly in respect of highways – need to ensure the Highway Authority’s powers are not fettered HCC recommending specific approach wherever possible

10 Havant Borough Council Risk of perceived ‘double dipping’ May be confusing…better to have named school on the list

11 Winchester City Council Very specific exclusions so more transparent for developers No exclusions required for transport as only the named schemes are intended to be funded by CIL.

12 Implementation of CIL Practicalities of dealing with planning applications post CIL:  Conflict between Local Plan requirements and Reg 123 list  Managing section 106 agreements (pooling restrictions)

13 Governance Arrangements for Transfer of Funds Havant – bidding process  Request for bids 25 July, bids to be submitted 29 August!!  5 bids submitted by HCC – 3 transport schemes, 1 primary school extension and improvements to a library  Total cost of HCC bids = £10m  Expected annual CIL receipts = £1.5m Winchester – fixed proportion  Wanted to pass over a set amount for HCC to determine how to spend  Currently HCC collects between £600k - £1m annually, the majority for transport  WCC Cabinet decision to pass HCC 25% of residual CIL funds Expected annual CIL receipts = £800k - £1m  Expected annual CIL funds to HCC = £130k - £162.5k
