3.7.2016 2 Why International Organisations? Strong mandate with close and long-standing Government relations. Both Finland and Partner Country often members Wholistic approach – usually able to implement large programmes in a coordinated fashion Significant thematic expertise Some organisations can create synergies with other significant funding instruments (e.g. IFI and commercial loans)

Why Multilateral Programmes? Wholistic approach – usually large programme implemented in a coordinated fashion More purpose built than going through international organisations Gives Finland and Partner Country ability to more directly influence decision making and seek synergies 3.7.2016 3

Global Support IFIs, UN System and EU Core Funding AfT Funding (trade policy and facilitation + wider definition AfT): UN System: UNCTAD, UNIDO, ITC, UNECA, IFAD, FAO IFIs: MDTF, CGAP, KEF, InfoDEV WTO: DDAGTF, STDF Integrated Framework for LDCs – wholistic global approach (LDCs and donors supported by UNDP, ITC, IMF, WTO, WB and UNCTAD) Others: IDLO, INGOs OECD – main counterpart on policy 3.7.2016 4

Regional Support – Mekong Region IFC – Mekong Private Sector Development Facility (MPDF) Funds IFC Advisory Services in the Mekong region. Focus on i) access to finance, ii) investment climate, iii) corporate advice, iv) environmental and social sustainability and v) infrastructure. Duration 2008-2013 with a funding of USD 47,6 million, of which 6 million euros (approx. USD 8,5 million) from Finland Energy and Environment Partnership Programme (EEP). Funds projects, studies, capacity development and information sharing relted to renewable energy and energy efficiency. Duration 2009- 2012 with a total funding of 7,9 m euros,of which 4,9 m euros from Finland Mekong River Commission and various smaller initiatives 3.7.2016 5

Support in Viet Nam One UN Programme Supporting wide set of activities across the UN System; however strong component on Employment and Enterprise Development Duration 2006-2010. Total funding USD 48,9 million, of which USD 2,8 million from Finland. 3.7.2016 6
