Presented for discussion with Implementation SIG Heather Grain

 Competency specification process that is ◦ Reproducible ◦ Understandable ◦ Robust ◦ Stable ◦ Pedagogically sound ◦ Support innovation and change ◦ Meets needs generally and nationally  Implementers specification - draft overview  Next steps

 Foundation competencies in draft format (shared competencies of all involved with SNOMED CT)  Health Informatics competencies defined in AMIA and increasingly in national professional associations  Information provided over the last 3 years from the IMP SIG has been assimilated and requires review, update and verification  EDU SIG assist IMP SIG by providing educational guidance while IMP SIG identify requirements to specify the roles broadly and competencies required specifically.

 Built upon (assumed skills)  Using draft process for development of competencies Process Confirmation of sample roles / responsibilities Confirmation and discussion of competencies specified

 General terminology principles  SNOMED CT structure and concepts  Tools supporting SNOMED CT  Reference Set Mechanisms  Assess clinical terminology map use

Description of the role A business analyst works with the SCT Professional to identify clearly how the terminology is to function within the business needs Pre-requisites Information Systems, Business Analyst – the skills expected of these professionals are not included here but are assumed as are core health informatics. Functions and responsibilities performed by this role List the SNOMED CT specific functions of this role  Design and document workflow in relation to SCT implementation and use  Manage and provide solutions to business issues for the introduction and maintenance of SCT  Create and facilitate a SNOMED CT content management process  Analyse and advise upon new business provision models of health and social care, trends and concepts through the latest technical paths in SCT implementation  Develops business use cases for SCT throughout health and social care, mobile and telehealth services

 Design and document workflow related to SNOMED CT use in a system  Manage and provide solutions to business issues for introduction and maintenance of SNOMED CT in software  Create and facilitate a SNOMED CT content management process  Analyse and advise on new business provision modules applying SNOMED CT safely and effectively  Develop business case for SNOMED CT  Participate in standards development and encourage use of relevant standards  Identify relevant standards including: IHTSDO publications, or those of other relevant terminological resources, IEEE standards, HL7 standards, ISO standards

Description of the role A system developer has an understanding how the SCT functions and how the terminology system could be powered different applications of the software. This individual designs and develops software applications and infrastructure which is SCT Enabled. Pre-requisites Information Systems, or IT background with the skills expected of these professionals are not included here but are assumed as are core health informatics skills Functions and responsibilities performed by this role SNOMED CT specific functions of this role  Ensure that use cases are created in showing step-by-step software requirements for a new design of the current software  Develop new extensions to the current software which are appropriate for clinical, social and home care systems  Based on national health data and public health collection requirements how to implement maps from SCT to classification and intervention systems  Software systems output for financial information based on casemix requirements  Develop query systems to retrieve SNOMED CT data  Develop update services in systems for SNOMED CT terminology as well as related databases  Apply relevant standards including: IHTSDO standards and other publications, or those of other relevant terminological resources, IEEE standards, HL7 standards

◦ Analyse how software application design can safely and effectively implement SNOMED CT in a healthcare IT system ◦ Develop step by step use case requirements to support system design and modification ◦ Develop new software, and extensions to existing software which suits the clinical environment ◦ Understand the implications of the data continuum ◦ Develop query systems to retrieve SNOMED CT data ◦ Develop services in systems for SNOMED CT technology and database maintenance.

Description of the role Knowledge of all systems and scenarios which can be supports by the implementation of SNOMED CT and design of the infrastructure and high level system requirements. Pre-requisites IT Architect – the skills expected of these professionals are not included here but are assumed as are core health informatics skills. Functions and responsibilitie s performed by this role List the SNOMED CT specific functions of this role  Test SNOMED CT systems powered by different software solutions  Test required information outputs of those systems for local, regional and national health and social care databases  Analyse current and requirements of future workflows  Analyse best practice guideline s of care in relation to existing and recently tested prototypes of future solutions  Test query of SNOMED CT data  Apply relevant standards including: IHTSDO standards and other publications, or those of other relevant terminological resources, IEEE standards, HL7 standards

◦ Test SNOMED CT systems powered by different software solutions ◦ Test required information outputs of those systems for different database use ◦ Test query of SNOMED CT database ◦ Design and develop information system architecture to safely and effectively incorporate SNOMED CT content

 Interoperability specialist  Clinical Implementer ◦ domain specialist ◦ workplace specialist  Implementation Manager

 Review and complete development of roles and high level competencies  Specification of details of each competency (see details of foundation competencies)  Education – provide detailed competency document for Implementation SIG and I&I  Modify and when accepted complete the standards for standards review and update process

 Identify Scope of Roles to be described  Identify competencies for each role (some may be required of more than one role)  Develop competency specifications in appropriate academic format  Review and progress through standards for standards process
