MI: How does the framework of government of the Constitution provide for an effective use of power? Starter: Why was the framework for the Articles of Confederation inadequate for governing a new nation?

George Washington- President of the Constitutional Convention. Virginia Alexander Hamilton- N.Y. Benjamin Franklin (81yrs old)- Penn. James Madison- Virginia Original purpose was to amend the Articles.

Powers of the Legislative Branch To impose and collect taxes…to pay the debts…all duties, imposts, and excises shall be uniform throughout the United States. Elastic Clause- Article 1, Section 8– gives Congress the power to make all laws which shall be necessary and proper for carrying out its responsibilities. Raise and support Armies, to provide and maintain a Navy. Progress of Science and useful Arts. Gives exclusive rights to authors and inventors to their discoveries and writings.
