Legal Requirement Measure G passed in March 2002 under the provisions of Prop 39 Prop 39 lowered the threshold of passing a school bond from a 66.7% approval level to 55% Prop 39 requires an oversight committee to satisfy an accountability requirement

Committee Duties Review Expenditures Measure G Board Status Reports Financial and Performance Audits Ensure bond proceeds are only expended for the purposes set forth in the ballot measure Ensure bond proceeds are not used for any operating expenses Prepare an annual written report Summary of Committee’s proceedings and activities for the preceding year Statement whether District is in compliance with Article XIIIA, Section 1(b)(3) of the California Constitution

Article XIIIA, Section 1(b)(3) Requires: ▫ Bond proceeds are expended only on projects set forth in the ballot measure and not for any school operating costs. ▫ Projects funded considered safety, class size reduction, and information technology needs. ▫ An annual independent performance audit is conducted. ▫ An annual independent financial audit is conducted.

Committee Composition Minimum of 7 members Maximum of 13 members Composition ▫ At least one representative from the local business community ▫ At least one member active in a senior citizen organization ▫ At least one person active in a bona fide taxpayer organization ▫ A student who is both currently enrolled in the District and active in an organization ▫ At least one person active in the support and organization of the District, one of its advisory councils or the District Foundation. ▫ At least two from the general community No conflict of interest Term of two years and may serve two consecutive terms

2010-11 Findings District is in compliance with Article XIIIA, Section 1(b)(3) of the California Constitution ▫ Bond proceeds were expended on approved ballot measure projects. ▫ Bond proceeds were not used for College operating expenses. ▫ Annual independent financial audit was done. ▫ Annual independent performance audit was done. ▫ Annual report was prepared.
