Project Objectives The overall objective: To enhance CSOs contributions to governance and development processes as partners in promoting social development.

Project Objectives Specific Objective: To promote CSOs actions to enhance social development by improving populations access to, and benefit from social services; particularly in maternal and child nutrition

Focal Sector 1.Multi-sector 2.Specific target: Maternal and Child Nutrition

Geographic Criteria 1.12 counties with highest stunting prevalence rate 2.Specifically in Kilifi, Kitui, Makueni, West Pokot, Migori, Meru, Embu, Lamu, Mombasa, Siaya, Laikipia and Homa Bay 3.Action should focus in one county only

Expected Results 1.Result 1: Enhance mobilisation and political commitment for nutrition 2.Result 2: Scale up of actions at country level 3.Result 3: Knowledge for nutrition (strengthening the expertise and the knowledge-base) Note: these three results are mandatory

Types of Action - 1 1.To be aligned to the three EC Strategic priorities namely: Strategic priority 1: Enhance mobilisation and political commitment for nutrition Strategic priority 2: Scale up actions at country level Strategic priority 3: Knowledge for nutrition (strengthening the expertise and the knowledge-base).

Types of Action - 2 2.Aligned to the 11 Strategic Objectives outlined in the National Nutrition Action Plan 2012-2017 3.Address the High Impact Interventions in Nutrition (HiNis) 4.Strongly encouraged to apply a multi- sectoral nutrition sensitive approach

Timeline - 2 1.The deadline for submission of concept notes is 10 February 2015, online via PROSPECT System 2.In the unlikely event that it becomes impossible to submit online, you may - Hand delivery: 16:30 hrs local time - Post/courier: date of dispatch, postmark or date of deposit slip 2.Applications submitted late are automatically rejected

Necessary for the implementation of the action Indicated in the estimated overall budget of the action Identifiable, verifiable and recorded in the beneficiary's accounts Based on real costs and supporting documents, except per diems and indirect costs where flat- rate applies Eligible Costs - 1

Be reasonable, justifiable and cost-efficient Incurred during the implementation of the action (exceptions: final reports and expenditure verification are eligible after the FDI ) The EC may impose modifications to address mistakes, inaccuracies, unrealistic or ineligible costs in the budget before signing the grant contracts Eligible Costs - 2

Art. 14.2. g) "Eligible Costs" GC: "duties, taxes and charges, including VAT, paid and not recoverable by the Beneficiaries Taxes can be considered as an eligible cost insofar as the organisation can prove that they cannot reclaim them with the Kenyan Revenue Authorities. New Rules for Taxes

Official document from the competent tax authority that entity is not entitled to reclaim taxes (specific declaration or refused claim by the tax authority) A declaration of honour from the entity concerned accompanied by an expert statement (e.g. by a lawyer, auditor) Evidence to be provided at the latest with final report. Eligibility Criteria The applicant, i.e. the entity submitting the application form (2.1.1), If any, its co-applicant(s) (where it is not specified otherwise the applicant and its co- applicant(s) are hereinafter jointly referred as the "applicants") (2.1.1), and, if any, affiliated entity(ies) to the applicant and/or to a co-applicant(s). (2.1.2);

Applicant(s) and Co-applicant(s) Non-profit making Legal persons CSOs from EU MS or from Kenya Kenya NSA: Legally established in Kenya EU CSOs : Legally established in EU MS and contracting parties to the Agreement on the European Economic Area Directly responsible for preparation and management of the action with co-applicant(s) and affiliate entity(ies) (not intermediary)

Applicant(s)-2 If awarded the grant contract, the applicant becomes the Coordinator; The Coordinator is the main interlocutor of the Contracting Authority and will assume the financial responsibility. It represents and acts on behalf of any other Beneficiary (if any) and coordinates the design and implementation of the Action.

Co-applicant(s)-1 Co-applicant(s) participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the applicant. Co-applicant(s) must satisfy the same eligibility criteria as the applicant himself. Kenya CSOs : minimum 1 Kenyan co-applicant EU CSOs : minimum 2 Kenyan co-applicants

Co-applicant(s)-2 Co-applicant(s) must sign the Mandate in Part B section 4 of the grant application form thus entitling the applicant to submit the proposal and to sign the contract on his/their behalf. If awarded the Grant contract, the co- applicant(s)(if any) will become beneficiary(ies) in the Action (together with the Coordinator).

Affiliate entities-1 The applicant and its co-applicant(s) may act with affiliated entity(ies). These are normally entities, which have a legal or capital link with the applicant They must satisfy the same eligibility criteria as applicable to the applicant and to the co- applicant(s).

Affiliate entities-2 If the applicant is awarded a contract, the affiliated entity(ies) will not become Beneficiary(ies) of the Action and signatory(ies) of the Contract. They must sign the affiliated entity(ies) statement in Part B section 5 of the grant application form For detailed explanation as regards the structural link with the applicant please refer to Art. 2.1.2. of the guidelines. You will also find a (non exhaustive) list of which entities are not considered affiliated entities

Associates and Contractors Sub-contractors: the grant beneficiaries have the possibility to award contracts to subcontractors, which are neither co-applicants or associates, and are subject to the procurement rules set by the EU (see annex IV of the grant contract); Associates: involved in the action, only per diems and travel costs are reimbursed

Financial Support to Third Parties Financial support can be provided to third parties, but must not be the main purpose of the action. The reason for and the process of financial support to third parties has to be described in detail in the Description of the Action along the instructions in the guidelines page 13. Max. amount per sub-grant is 60,000 EUR per third party.

PADOR Registration-1 Registration in PADOR is obligatory for all applicants at concept level stage. Registration is optional for all co-applicant(s) and affiliated entity(ies) at the concept note level; though strongly recommended. Registration is obligatory for all pre-selected applicants, co-applicant(s) and affiliated entity(ies) at the full proposal level

Number of applications/grants The applicant may not submit more than one application under this Call for Proposals. The applicant may not be awarded more than one grant under this Call for Proposals. The applicant may be a co-applicant or an affiliated entity in another application at the same time.

Application form Application must be submitted online via PROSPECT https://webgate.ec.europa.eu/europeaid/prospect following the instructions given in the PROSPECT users’ manual. https://webgate.ec.europa.eu/europeaid/prospect Upon submission online, the Applicant will receive an automatic confirmation of receipt in their PROSPECT profile. Applicants must verify that their application is complete using the checklist provided in the grant application form. Incomplete applications will be rejected.
