UNIVERSAL PARTICIPATION OZONE PROTECTION UNIFIES THE WORLD Timor Leste, the only remaining state outside the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer completed the official ratification of the ozone protection treaties. THE FIRST TREATIES EVER TO ACHIEVE UNIVERSAL PARTICIPATION

The Montreal Protocol is an international agreement that controls the production and consumption of specific man-made chemicals that destroy the ozone layer. Controls WHAT? ANNEX A ANNEX B ANNEX C ANNEX E Controls HOW? Sets schedules for ODS phase-out. Parties to the MP must freeze, reduce and phase out their production and consumption of ODS according to a specific step-wise schedule

Each Party must introduce control measures to ensure that its government will meet its obligations Import/export licensing system and other instruments Training for Customs Officers and refrigeration technicians

MULTILATERAL FUND Provides eligible developing countries with the financial and technical assistance needed to comply with the treaty Has supported various activities like industrial conversion, technical assistance, information dissemination, training and capacity building

Control Measures Quotas and bans A country must define its annual quotas for each type of ODS and then gradually reduce them from year to year Bans are the complete prohibitions of the import of a specific ODS A quota can be transformed into a ban once a specific ODS is phased out. Any Party may apply for exemptions for essential uses, uses as feedstock or uses as process agents. Import/export licensing system and other instruments Should cover all ODS controlled by the MP either through the adjustment of existing legislation or through the creation of new laws No uniform format for the import/export license. Penalties are subject to the national laws. Seized ODS and ODS-based products and equipment – utilization will depend on a country’s specific situation and the costs. Recording of data, data management and reporting Training for Customs Officers and refrigeration technicians

TRAINING FOR CUSTOMS OFFICERS AND REFRIGERAITON TECHNICIANS The Multilateral Fund supports training programmes on the MP for Customs officers in Article 5 countries. Training uses a two-phase approach: after train- the-trainer workshop delivered by the implementing agency, the national trainers take charge of disseminating and replicating the training of Customs officers and refrigeration technicians around the country.

RESULTS Over 97% of controlled ODS phased-out Significant milestone in the history of the implementation of the MP – complete ban of CFCs starting from January 2010. FUTURE ACTIONS Upcoming phase-out of HCFCs NEXT MAIN CHALLENGE Ozone climate protection nexus – HFC with their high global warming potential
