1 Section 236 Program Interim Certification of Use (ICU) for Retained Excess Income Issued: October 14, 2011 ©2011 MassHousing

2 Interim Certifications of Use Made Easy To access an Interim Certification of Use (ICU) eform, an owner or manager must go to www.masshousingrental.com and navigate to the ICU table. Once there, they must select the development name from the dropdown table and then press the submit key. The software pulls the information associated with the selected development and displays the data on the ICU eform. NOTE: the eform will indicate the date through which the data is valid, based on the date reported by HUD.

3 To successfully access your Interim Certification of Use (ICU), please following these instructions.

4 1. Via the internet, navigate to our website www.MassHousingRental.com.

5 2. Click “Rental Owners/Managers”

6 3. Under the section “Rental Owners/Managers”, click on “236 Excess Income” or under “Reporting Links” select “Submit Sec.236 Monthly Excess Income Reports”.

7 4. Under “Section 236 Monthly Excess Rental Income Reports” select “236 Interim Certification of Use”.

8 5.Select appropriate development name and 6.press “submit”

9 6. Confirm that all amounts are accurate. Errors need to be re-submitted to Pay.gov with the word “REVISED” next to your sites name. “Apple Hill REVISED”, or Rev2 if another correction is needed and so on. NOTE: If the approved Uses are incorrect please contact Michelle Shinnick 617-854-1123.

10 What if you do not agree with a monthly amount ? The amount retained each month is derived from the Monthly Excess Income Report (HUD form 93104) submitted to the Pay.gov website. If you do not agree with any of the monthly amounts, please confirm from your records and resubmit a 93104 to Pay.gov, making sure that you add the word “REVISED” to the right of the development name.

11 What if you do not agree with the approved use? The approved uses are based on your written request to MassHousing that was forwarded to HUD. Please review your original or revised requests. If your records do not agree with ours, please call Michelle Shinnick at 617-854-1123. She will contact HUD on your behalf to resolve the discrepancy.

12 What if the ICU displays “No Report”? If the ICU displays “No Report” then you either have not submitted a report for that month, or you may have submitted under an incorrect project number. MassHousing cannot correct the report on your behalf. Please re-submit your report for that month to Pay.gov. Report (HUD form 93104) You cannot delete an incorrectly filed report, that report will remain in the Pay.gov system. The ACU for your site will not contain these incorrectly filed reports.
