1 Data Management; Achievement Endorsement & Certification

2 The INSETA database (Indicium) is a repository to store and maintain records of learners and their achievements; training providers; assessors; moderators and employers. The data fields are aligned to the requirements of SAQA, the DHET and QCTO. They are thus not negotiable. The content of this database is maintained by training providers and the INSETA. Data is transmitted by the INSETA to SAQA to be loaded into the NLRD and to the Department of Higher Education and Training’s SETMIS. On a quarterly basis, the data is utilised to report to the DHET, the QCTO and to Parliament. the FSB has viewing rights for confirming learner achievements for regulatory purposes and data is provided to employers for their in-house compliance purposes.

3 The timeous upload of data, currency, completeness and correctness of such data, is a pre-requisite for continued provider accreditation. A breach of such accreditation requirements is viewed as a serious breach of accreditation conditions, placing such accreditation at risk. Upload Timeframes Training providers are required to adhere to the following timeframes regarding the upload of learner data. – Learner Enrolment Upload: Within three (3) weeks (21 calendar days) of the learner commencing the learning programme. – Upload of learner achievements: Within fifteen (15) working days (3 weeks) of receipt of the final, signed off NLRD.

4 Minimum Standards for uploads Refer to the Indicium Guide Learner Registration – Learner details in full – ID document Programme Enrolment – Correct LP (as per Verification NLRD) – Part Qualif (SP) is titled as per INSETA instruction – Correct Commencement & Completion dates Uploading learner assessment – Assessor uploaded – Date of assessment uploaded & correct – Record of US as per Verification NLRD

5 SP … US … Qualification…??? 1. Learners must be enrolled against SP, or the odd US, not qualifications – Easier to “Close-off” the LP if SP 2. Once all credits achieved, enroll learner on qualification 3. If qualification enrolment already exists (previous provider), inform ETQA to link to YOU as provider, and to link the employer. – Certificate goes to whom? Enrolments must have a clear Commencement & Completion date (FSB) Don’t upload a full qualification (120 credits)as a Skills programme

6 Completion Date Commencement Date: The date the learner enrolled with YOU as a provider irrespective of the learner’s previous enrolment history. Completion Date: the date the learner wrote the final examination with YOU. – Commencement: 2010 (Other provider) – Completion 2011 (Other provider) 2014: Enrols with YOU for QUALIFICATION and takes 1 year – Commencement (Date of enrolment with YOU: 01/01/2014) – Completion (Date of completion with you 30/12/2014) BUT learner takes longer & writes exam 01/10/2015 – Completion Date = 01/10/2015 THUS: Commencement date : 01/01/2014 Completion Date: 01/10/2015

7 Training, & Reporting on NLRD, – US ID’s errors on NLRD. The ID on NLRD is incorrectly transcribed. US do not expire as they take on the life of the qualification. Thus, if qualification current, the US is current. Unit Stds from a qualification that has Expired and replaced. – Provider must map the “old” with “new” & 60% correlation. Present the map and NLRD for endorsement at verification stage. No NLRD =No endorsement of the credit. Unit Standard Issues

8 A learner may not be enrolled for the same study period, on both the learnership & qualification If leaner is enrolled on qualification, and then employer granted learnership – request the Certification team to terminate the qualification on the system. Do not upload learnership assessment credits until the learner has completed all 3 components and found competent and verified (formative assessment, summative assessment, logbook) Check learner details are complete & correct; ID uploaded; Provider and Employer correct against enrolment. Partial Achievement is done for learners in progress in order for the Statement of Results to be printed. However, the enrolment status remains “enrolled”. Learnership Enrolment Check:

9 Endorsement and certification is delayed when … – US uploaded do not match verification NLRD – US on NLRD do not exist against the LP (‘replaced US’) – Assessor & assessment date not entered correctly or at all – US not uploaded – Uploads against ‘incorrect’ LP – Uploads not done within timeframe – Completion dates not accurate – Learner details & ID incomplete/missing – Qualification enrolment is under another provider and/or employer.

12 Learner and Employer Queries: Certification unit is inundated with learner & employer queries regarding credits – WHY? Non compliance of provider

13 Learner Support: The number of queries to Certification unit indicates a lack of sufficient and meaningful provider support & information to learners.

15 Revised Policy: Credit Accumulation and Transfer (CAT) Policy Amendments – SAQA CAT Policy (2014). Providers must read and engage with the SAQA policies. – Transfer of Level 4 credits (concessions): – If a learner has passed at L4 Maths and Languages – Other unit standards on SAQA which ‘fit’ our qualifications Transitional Phase Current INSETA CAT policy remains in force until amended policy is finalised. 15
