2 22 THE CHALLENGE  TRANSPORTATION IS THE #1 ISSUE OF CONCERN FOR OUR CITIZENS  OUR ROADS & INTERSECTIONS ARE INCREASINGLY FAILING  OUR TRANSIT SYSTEM IS INADEQUATE  WE ARE ALREADY THE #11 WORST FOR CONGESTION IN THE U.S.  WE LACK TRANSPORTATION OPTIONS  IT WILL GET EVEN WORSE

3 33 OUR CHOICE Continue to sit in traffic and do nothing about it; or, Support a fair, balanced, and community-driven transportation plan that will fix and maintain existing roads; relieve traffic flow and congestion, including intersection bottlenecks; build and widen roads; double transit service; and, make walking and biking safer.

4 44 RECOMMENDATIONS

5 55 Community Transportation Plan Employ a Plan and Funding Strategy that addresses congestion, bottlenecks and traffic flow, improves transit, and develops modernized streetcar Place a ½ Percent Local Option Transportation Sales tax referendum, limited to 30 year duration, on the November 2016 election ballot Target two-third/one-third split between roads and transit, allowing jurisdictional decisions

6 66 Community Transportation Plan County/cities allocation based on State sales tax distribution formula with addition of HART receiving 25% Hillsborough County must ensure new growth pays an increased and equitable share of its impact on transportation Consider establishment of dedicated maintenance fund program/process

7 77 Community Transportation Plan Working across jurisdictional boundaries and partner transportation agencies, the Cities and County should consider 10% of their ½ percent allocation towards: – City of Tampa: streetcar/premium service – Hillsborough County: BRT –Temple Terrace: BRT/Express Buses – Plant City: Express Buses/Circulator

8 88 Community Transportation Plan Conduct additional community engagement to solidify the 10-year project list Build trust, confidence, and accountability by creating processes that notify, inform, and update citizens on specific projects

9 99 Community Transportation Plan Realign projects and priorities to efficiently and effectively improve congestion, bottlenecks, traffic flow and transit as well as contribute towards economic prosperity Develop/implement policies regarding alternate forms of transportation and new transportation technologies

11 11 Next Steps Continue community engagement and dialogue on GO Hillsborough Community Transportation Plan Solidify initial 10-year project list from citizen feedback and jurisdictions

12 12 Community Engagement Consistent, coordinated, and clear information Coordinate and participate with HART Transit Development Plan public engagement meetings (July – September) Small group meetings (30) – Business, civic, and social groups Community Meetings (56)

13 13 Community Engagement Community Meetings – 56 meetings held at community libraries – 2 meetings at each community library – Day and evening times – Geographically Dispersed

14 14 Community Engagement Community Meetings (continued) – Late August – Mid October –Display and discuss preliminary 10-year list of projects for feedback

15 15 Community Transportation Plan Update 10-year list of projects in Community Transportation Plan based on: – Community feedback – County/Cities – HART TDP Update
