3 IAFF Always on the Front Line Medical surveillance is a program of collecting and interpreting health data. It is required by law. The Occupational Health and Safety Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) standard, 29 CFR 1910.120. The National Fire Protection Association’s (NFPA) NFPA 1500: Standard on Fire Department Occupational Safety and Health Programs addresses the health and safety of fire fighters and emergency medical care providers. Environmental Protection Agency (EPA) regulations provide additional protection for workers who are not covered by OSHA. What is medical surveillance?

4 IAFF Always on the Front Line Your health assessments are based on: Diagnostic medical testing Biological monitoring Questionnaire data Physical exams... to detect early changes in health status so permanent health effects can be prevented. What is the purpose of medical surveillance...? CFR 1910.120 cites these conditions when fire fighters must be provided with a medical surveillance program: When they operate as members of a HazMat Team. When exposed to hazardous substances for 30 or more days per year at, or above, exposure limits set by OSHA. When injured due to an exposure at an emergency incident involving hazardous substances. Your physician needs the following information: A copy of 29 CFR 1910.120 Your job duties Previous exposures PPE used

10 IAFF Always on the Front Line You are called to a traffic incident that involves hazardous material containers. The labels on the containers have been almost entirely burned off. Identify each of the nine classes of the DOT marking system by its color. Class 1: Explosives Class 3: Flammable & Combustible Liquids Class 9: Miscellaneous Dangerous Materials Class 6: Poisons Class 5: Oxidizers & Organic Peroxides Class 4: Flammable Solids, Spontaneously Combustible & Dangerous When Wet Materials Class 7: Radioactive Materials Class 2: Gases Class 8: Corrosive Materials DOT Marking System

11 IAFF Always on the Front Line The NFPA marking system (detailed in NFPA 704) uses a diamond divided into color-coded quadrants. What hazards are indicated by the different colors in each quadrant? Flammability Hazards - Red Reactivity Hazards - Yellow Special Hazards - White Health Hazards - Blue TRUE OR FALSE: The health, flammability, and reactivity hazards are ranked from 0 to 4, with 0 indicating no risk and 4 indicating the greatest risk.
