Why do we need durable solutions? Refugees Internally Displaced Persons (IDPs) Protracted displacement = average of 17 years. This is a huge burden on host countries and the humanitarian system

GLOBAL TRENDS and FIGURES as of mid-2015 Refugees: 19.5 million + Asylum-seekers: 1.2 million 20.7 million IDPs (conflict): 38.3 million TOTAL: 59 million Disasters (yearly): +27 million

What are Durable Solutions to Displacement? Three internationally recognized solutions: Return – or repatriation for refugees Local integration in host community or host country Relocation to another part of the same country for IDPs, resettlement in a third country for refugees

Benchmarks for ending displacement IDPs who have achieved a durable solution will enjoy, without discrimination, access to (8 Benchmarks): Long-term safety, security and freedom of movement Adequate standard of living: food, water, housing, health care etc.; Employment and livelihoods; Mechanisms to restore or compensate housing, land and property Personal documentation; Reunification with family members separated during displacement; Participation in public affairs on equal basis with the resident population; Remedies for displacement-related violations: access to justice, reparations and information about the causes of violations.

Durable Solutions - background SG’s Decision – Memo of 4 October 2011 Establishes priorities and responsibilities to support the delivery of durable solutions for IDPs and refugees returning to their country of origin RC/HC leads the development of a Strategy of Durable Solutions for Displaced People, with national Gov. Lead agencies designated by the SG: UNHCR and UNDP as global cluster lead agencies for Protection and Early Recovery

Durable Solutions - process According to the framework of the SG Decision: While governments have primary responsibilty to address displacement …. Lead agencies UNDP and UNHCR provide technical support to RC/HC on designing a DS Strategy (DSS) Strategies are country specific and take different forms Three pilot countries designated in SG Decision: Afghanistan, Ivory Coast, Kyrgyzstan (completed)

What will you do as ERA/Cluster Coordinator? Determine if a Durable Solutions Strategy is already planned or ongoing If not, hold bilateral discussions with partners to assess their views on the need and feasibility of a DSS If positive, consolidate views in Concept Paper for RC/HC (ERA), done jointly with Cluster (CC) Share concept and feasibility with ICCG and HCT/UNCT who should bring Gvmt into discussion Next steps should follow those recommended in the Guide for Operationalizing the SG Decision B E P R O A C T I V E !!

IN SUMMARY ERAs/CCs typically deployed to contexts of displacement (disaster or conflict) ERAs/CCs support RC/HCs + HCT for a displacement solutions strategy Ensure specific attention to durable solutions to displacement in ER through a needs and community-based approach

Group Exercise For the concern of DPs that is selected by your group: ① ANALYSIS: Indicate 2+ specific challenges in identifying durable solutions to displacement compared to other persons affected though not displaced by the crisis ② ACTIONS RECOMMENDED: Identify 3+ actions an ERA/ CC recommends be taken and by whom to address this concern/need, taking into account specific issues faced by DPs
