What is PPIRS? Federal Repository for Completed Assessments PPIRS is a web-enabled, Federal enterprise-wide application that provides timely and pertinent contractor past performance information to the Department of Defense and Federal acquisition community for use in making competitive source selection decisions

PPIRS APPLICATIONS PPIRS consists of two components: Report Card (RC) Statistical Reporting (SR) (PPIRS-SR not open for Federal Use at this time) Both components support the Federal Acquisition Regulation (FAR) requirement to consider past performance information prior to making a contract award (FAR PARTS 9, 13, 15, 36 and 42).

1994 Federal Acquisition Streamlining Act It is appropriate for a contracting official to consider past contract performance of an offeror as an indicator of the likelihood that the offeror will successfully perform a contract to be awarded by that official PPI Timeline - the 90’s

1998 Information Navy implements CPARS (Contractor Performance Assessment Reporting System) 2002 July 2002 - DOD endorses PPIRS-RC as the single, authorized application to retrieve contractor performance. PPIRS application was a retrieval tool for DoD report cards PPI Timeline - Moving On

2007 - 2011 PPI Timeline - Current December 2007 - James Finley (Deputy Under Secretary of Defense for Acquisition and Technology) directs all Military Departments, Defense Agencies and DoD Field Activities to take the necessary actions to fully deploy PPIRS-SR. Full deployment was completed FY-11.

How does PPIRS-SR work? PPIRS-SR collects quality and delivery data from numerous Department of Defense (DoD) databases, aggregates that data using algorithms, and provides the user with objective Quality and Delivery Ratings of a contractor’s past performance. “On Time” Delivery ScoreQuality Classification

PPIRS-SR Business Rules Uses 3 Years of Information (Data) Classifications Updated Each Month Performance Classified by CAGE & Commodity (Federal Supply Classification - FSC) (North American Industry Classification System) Quality and Delivery Records are Weighted, (+ & -) Contractor Provided a 30-Day Review or Challenge Period

Delivery Performance Delivery Score = (On-time Weight X On-time Score) + (Average Days Late Weight X Average Days Late Score) *On-time Weight =.6 *On-time Score = 100 X (number of lines shipped on- time during rating period/number of lines shipped during rating period *Average Days Late Weight =.4 *Average Days Late Score = maximum of ((100-(total days late during rating period/number of lines shipped during rating period)) or 0, whichever is higher) Displays Delivery Classification as an On-Time Score Classifications are Based on Total # of Contract Line Items Received
