3 Goals, Metrics, and Evaluation Methods Goals and metrics may vary as appropriate to agency’s Mission Examples: -Number and quality of invention disclosures -Licenses issued on existing patents -Cooperative Research and Development Agreements (CRADAs) -Industry partnerships -New products -Successful self sustaining spinoff companies created for such products. 3

4 Lab-to-Market Initiative - 2014 Optimizing the management, discoverability, and ease-of- license of the 100,000+ Federally-funded patents; Increasing the utilization of Federally-funded research facilities by entrepreneurs and innovators; Ensuring that relevant Federal institutions and employees are appropriately incentivized to prioritize R&D commercialization; Identifying steps to develop human capital with experience in technology transfer, including by expanding opportunities for entrepreneurship education; and Maximizing the economic impact of SBIR/STTR Programs 4

8 Holistic Commercial Partnership Framework Portfolio Goal: Engage the established and emerging aerospace markets, private citizens and economic regions to leverage common interests and increase collaboration by engaging a wide variety of stakeholders in NASA’s mission. SBIR/STTR: advance and commercialize new technologies developed by Small Businesses Flight Opportunities: the development of the suborbital and small launch vehicle market in addition to maturing space technologies Centennial Challenges: uses NASA’s prize authority to conduct prize-based challenges of high public interest to advance technologies Regional Economic Development: focused collaborations between NASA and multiple commercial entities within strategic geographic regions of interest 8

9 Initiatives under Consideration for FY2017 Implement Pilot Program (in partnership with NSF's I-Corps) Train SBIR recipients and Start-Up NASA participants in the commercialization process Provide technical assistance from NASA Inventors/Subject Matter Experts to entrepreneurs Expand partnerships between NASA Centers and regional or technology based economic development non-profits, as well as state and local programs 9
