2 Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan WWW.MAYORSINACTION.EU #MAYORSINACTION Objectives “Energy Saving at Home” Programme The Ministry of the Environment, Energy and Climate Change (YPEKA) has developed a set of financial incentives, - co-financing from the European Union, for the implementation of energy efficiency upgrading interventions in residential buildings via the “Energy Saving at home” Programme.

3 Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan WWW.MAYORSINACTION.EU #MAYORSINACTION Methodology  Every citizen must verify whether he/she meets the income-related criteria  The citizen must also check his/her credit ability, in cooperation with a bank  Once the interested party verifies that he/she meets the conditions for participation in the Programme, he/she must contact an Energy Inspector in order to perform the 1st energy inspection on his/her property/building and then have the Energy Performance Contracting (EPC)Energy Inspector  The expenditures incurred after the EPC is issued are considered eligible, on condition that the application submitted under the Programme has been approved.

Outdoor insulation of roof and ground floor 40 €/m2 B. Outdoor insulation of walls 50€/m2 C. Internal insulation 25 €/m2 Upgrading the existing burner/boiler of the central heating installation A. Central heating system up to 11.000 €/ household B. Individual burner/boiler up to 5.000 €/ household C. Automatic controlling systems of central heating up to 600 €/ household D. System with main use of renewable energy up to 15.000 €/ household E. Solar systems for hot water up to 1.300 €/ household Eligible interventions of «Energy saving at Home» Maximum Eligible Budget per application: 15.000 €

6 Empowering Covenant of Mayors Coordinators and Supporters to assist municipalities in implementing and monitoring their Sustainable Energy Action Plan WWW.MAYORSINACTION.EU #MAYORSINACTION Barriers  Long period for programme maturity  Reluctance as to the attractiveness of the financial engineering scheme  Need for shaping energy “culture” to citizens Benefits  more than 300 million Euros have been distributed (230 million Euros are public funds)  The Energy savings are estimated at 57 ktoe  More than 2.500 new jobs annually (1700 employers, 500 engineers -4.000 engineers are involved as energy inspectors-, consultants, sub-contractors, etc), 300 bank employers
