Legislative Mandate Section 34 of the MFMA requires Provincial Treasury to: o Monitor, assist and support municipalities in building the capacity of municipalities for effective, efficient and transparent financial management. o Support the municipality’s efforts to identify and resolve their financial problems. o Share with the municipality its results of its monitoring to the extent that those results might assist the municipality in improving its financial management. o Inform the municipality of emerging or impending financial problems o Assist the municipality to avert or resolve financial problems. National, Provincial and Local Government Goals: There is a collective focus on the efficient, effective and economical use of financial resources to achieve an optimum service delivery impact – NDP, National Outcomes, WCG vision 2040, PSP, IDPS. Municipal Financial Management Internship Programme(MFMIP) Overview The MFMIP is an organised professional and work experience programme with the goal of providing high quality training and practical exposure to interns in all aspects of municipal finance. Intended Outcomes A sustainable talent pipeline in the areas of finance, internal audit and risk management responsive to municipal needs towards effectively, efficiently and economically delivering on the mandate of the municipalities. A highly regarded MFMIP that enables municipalities to attract and develop top performing graduates and provides assurance to potential employers of the high quality training and practical exposure received by interns. Improvement in the financial capacity of municipalities resulting in improved and sustainable financial management and good financial governance.

WCPT Support Initiatives Outputs The roll out of the electronic BTO skills survey towards improved monitoring, support and assistance – WCPT capacitation programmes responsive to municipal requirements. Customisation of the MFMIP responsive to the needs of Western Cape Municipalities. Establishment of the MFMIP technical reference group presentative of all 5 Districts and the Metro – improved communication between Municipalities and WCPT. Piloting of the MFMIP District Support Services – improved implementation of the MFMIP. The establishment of the Western Cape Financial Management Capacity Building Grant - building the finance skills within municipal areas.
