SNEL Status - Istanbul 04 13 LR3 SNEL PROGRESS STATUS The only indication available to all European states about existing lifts is EU Recommendation 95/216/EC. It lists 10 general recommendations and refers to standard EN 81-1/2 for technical details. This reference of Rec. 95/216/EC was changed to EN 81-80 (SNEL) by an “Important legal notice” published by DG Entr. of the EC on March 3rd, 2005 (on website Europa).

SNEL Status - Istanbul 04 13 LR10 SNEL PROGRESS STATUS Accidents tend to cluster in countries where legislation is inadequate SNEL Filtering Method is to be applied in each country, in order to identify safety priorities SNEL is the “state-of-the-art”; a reference in courts of justice SNEL is a “de facto” harmonization of European lift safety

SNEL PROGRESS STATUS Two ways to progress: –LEGISLATION: case of France, Belgium, Spain, Austria (mandatory over a period to be decided) with law based on EN 81-80 –INSPECTION recommendations by the Notified Body’s inspectors, during legally required main inspections (Germany, Sweden, Norway) based on EN 81-80 SNEL Status - Istanbul 04 13 LR13

SNEL PROGRESS STATUS Problems/Advantages with application based on risk coverage: –Professional owners want to do all at once, creating a much higher demand at the beginning, difficult for the industry to absorb (calls for tender, trained workforce) –Owners following the 3 periods of application pay more, since some adaptations are best done (and cheaper) in one go –Lack of trust for owners getting very different offers from companies –Immediate coverage of high risks for all lifts SNEL Status - Istanbul 04 13 LR16

SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR18 Problems/Advantages with application based on year of construction or installation: – The last years of application are postponed for a long time, also for high risks –The process is much better accepted by owners –The work to be done is divided evenly over more manageable periods for the industry

SNEL PROGRESS STATUS In case of recommendations made during inspections: –The system is not immediately compulsory and requires discipline from the lift owners, once they receive the inspection report from the Notified Body (Germany), based on the list of 74 SNEL risks –System in place early (2002) with industry, the ministry (DAfA committee) and NBL’s (TüVs) SNEL Status - Istanbul 04 13 LR19

SNEL PROGRESS STATUS SNEL Status - Istanbul 04 13 LR20 Problems/Advantages with application based on NBL’s inspections & recommendations: –A “hard core” of less that 30% of existing lifts remains, where modernisation still needs to be done for some of the SNEL risks –The “soft approach” has been managed smoothly by industry, without having a peak of hiring and linked difficulties

SNEL Status - Istanbul 04 13 LR21 SNEL PROGRESS STATUS And the rest of Europe? –Countries with legislation, but no or limited application (Greece) –Countries with partial legislation or recommendation and good coverage (Sweden, Norway) –Countries « on the way » with legal texts partially approved or prepared (Poland, Turkey) –Countries where nothing has happened or where the law was blocked (Italy, the Netherlands, Finland,…)
