4 South Coast Water District Tunnel History Built in 1954 Pipeline replaced in 1974 Tunnel runs from Three Arch Bay to Aliso Beach Approximately 2 miles in length Tunnel dimensions generally 6 ft. high x 6 ft. wide Only sewer collection system in SoCal that has sewer line inside of a tunnel within & below bluff Unique benefit of having a “Gravity Sewer Line”  Eliminates need for 6-8 lift stations & individual sump pumps

5 South Coast Water District Tunnel History 1954 to present – Tunnel repairs as needed 1997 – Comprehensive Tunnel assessment to identify needs and repairs 2005 to 2006 – Comprehensive study of Tunnel conditions to develop basis of design for Stabilization & Pipeline Project 2007 – Emergency Tunnel Stabilization & Pipeline Protection Project at Thousand Steps Beach 2008 – Begin the study/inquiry of long-term project to stabilize entire tunnel & replace aging pipeline Summer 2010 – DEIR Recirculation Distribution & 45 day public review commences

6 South Coast Water District Reasons for Tunnel Stabilization & Pipeline Replacement Primary goals: Worker Safety and Continued Zero Sewer Spills 56 year Tunnel deterioration; falling rock & decaying wooden support beams & posts Ongoing inspection, maintenance and repair of tunnel & pipeline to maintain Zero Workers Injured and Zero Sewer Spills onto beaches

7 South Coast Water District 1000 Steps Beach Emergency Repair January – August 2007 Emergency Tunnel Stabilization and Pipeline Protection Project 400 ft. of tunnel was excavated, enlarged & structurally fortified 750 ft. of pipeline was encased in protective concrete for uniformity 48 work boats delivered supplies, equipment; hauled away 1300 tons loose rock & 77 pallets of decaying wooden support beams & posts Maintained Zero workers injury & Zero sewer spills
