Activity report on Thematic cluster Cluster.5 covers a broad set of facilities, installations, utility networks and constructions supporting economic activities and public services. 62 Registered Experts (US-26; PF-11; AF-12) 16 Open Discussions (8 in US) on the Cluster. Implementation highlights: - PRTR + IED and INSPIRE -> Community on-going actions. - Utilities Networks -> Implementation issues (Geonovum) - GeoSmartCity EU Funded Project -> http://www.geosmartcity.eu/ http://www.geosmartcity.eu/

Thematic cluster/sub-group discussions Extended US Data Model to manage underground networks - (Topic-61681) > An extended INSPIRE data model for Utility Networks created in the frame of the GeoSmartCity EU funded project. INSPIRE in the context of PRTR/IED (Industrial Emissions Directive) – (Topics: 22502 – 58208) -> Activity Complex - Facilities Code Lists ( Multiplicity and Code List in line with IED) Utility Networks Implementation issues by Geonovum – (Topics: 40407–40673–39790) -> CrossTheme utility network type missing -> UtilitityNetwork has constraint that cannot be satisfied. -> Encoding a RelatedParty object in a UtililtyNetwork in GML

Activity report on Thematic cluster -Many discussions still remain at generic level. -Some people use the Platform as a way to request information. -Experts still reluctant to comment on the platform (time consuming? Insecurity about scope and content of comments?) -Lack of internal resources and lack of economical support from EU are a recurrent negative argument. - Facilitator’s activity is still required in most cases to address questions, submit discussion topics and involve experts.

Thematic cluster/sub-group proposals for gaps filling, improvements -Thematic Pilots leaded by EU Institutions (EEA, JRC,..) would provide with real examples and clear guidelines to be followed by communities. Planned but not concreted yet for IED -INSPIRE platforms and projects should converge or being interlinked for easy discovery and navigation. -Platform should be populated with more links and content coming from EU Institutions and MS with authority on INSPIRE. -“INSPIRE Complient” is further more than Metadata and Services -> DS is the real Challenge. -Thematic Domain communities requires of additional time, support and special attention to understand and implement INSPIRE.
