40 CFR Part 60, Subpart TTTT. Applies to fossil fuel-fired steam EGUs (Utility Boilers & IGCC units) and Stationary Combustion Turbines. New units start construction on or after January 8, 2014. Modified and Reconstructed units on or after June 18, 2014. NSPS – 111(b)

New Steam EGUs – 1,400 lbs CO2/MWh gross (BSER – pulverized coal and carbon capture technology) Modified Steam EGUs – Unit specific based on historical generation; no more stringent than 1,800 lbs CO2/MWh- g or 2,000 lbs CO2/MWh-g (2,000 MMBtu/h). Reconstructed Steam EGUs – must meet the stringent standards (1,800 lbs/MWh-g or 2,000 lbs/MWh-g). New Stationary CTs – base load – 1,000 lbs/MWh-g (1,030 lbs/MWh-n); Non-base load – 120 to 160 lbs/MMBtu depending on fuel mix. NSPS – 111(b) - Standards

Requires the State to develop a State Implementation Plan (SIP) or be subject to the Federal Plan. Applies to Fossil Fuel-Fired EGUs existing or began construction as of January 8, 2014. EGUs must be connected to a generator selling greater than 25 MW to a utility and must have a base load of 250 MMBtu/h heat input. Stationary CTs must also be combined cycle or combined heat and power. Emission Guidelines – 111(d)

Compliance Timeline Compliance starts in 2022 with Interim Periods. Final Compliance will be 2030 (two year average). Implementation Timeline The State must submit a final plan or extension request by September 6, 2016. (Failure to submit a plan or extension subjects the State to a Federal Plan.) With 2-year extension the State must submit an update to EPA by September 6, 2017. (Failure to submit the update does not subject the state to a Federal Plan.) The Final Plan is due by September 6, 2018. EG – 111(d) - Timelines

A 90-day comment period will begin with the publication. The Proposal consists of two approaches: A rate-based emission trading program A mass-based emission trading program Both are also considered to be model rules. EPA is likely to settle on one approach as the Federal Plan. Proposed Federal Plan
