Warm-Up 1. What two factors have opened up the voter pool through U.S. history. 2. Explain how the Civil Rights Movement was monumental in opening the vote to more people.

Voter Qualifications

Universal Requirements Aliens are not permitted to vote 48 states make no distinction between native born & naturalized Must be a legal resident of state to vote in an election For decades (especially in South) lengthy residency requirements Voting Rights Amendment of 1970 & Dunn v. Blumstein shortened residency requirements

Universal Requirements Con’t. Most states prohibit transients from voting in state elections Courts have ruled that college students who claim campus as legal residents can vote there 26 th Amendment made 18 the minimum age for voting “old enough to fight, old enough to vote” 18-20 less likely to vote then any other age group (18-24, 38% turnout in 2012)

Other Qualifications Registration intended to eliminate voter fraud, gives officials list of eligible voters Remains registered until they move, commit serious crime, etc. Purging suppose to be done every 2- 4 years, many times is not Many see registration as obstacle for poor & uneducated from voting European countries public officials responsible for registration U.S. only democratic country that makes registration optional

Other Qualifications Literacy tests were used in past to prevent certain groups from voting Some states used grandfather clauses to allow some people to vote w/o taking literacy test Voting Rights Amendment of 1970 banned literacy test Poll tax used to discourage some people from voting, outlawed w/ 24 th amendment No states allow mentally incompetent people to vote
