Context Decades of military rule until elections in 2010 and democratic reforms in 2011 New and fragile democratic Government Changing forms of human rights issues especially with the emerging economic developments in the region Restrictions on humanitarian access into conflict-affected areas eased only in some areas Ceasefire agreement but presence of non-state armed groups with varying degrees of legitimacy and authority remain a challenge

Current TBC Programme Food assistance, nutrition, shelter, livelihoods, camp management support for 104,000 refugees in Thailand Food distribution, cash transfers, for 117,000 IDPs and others affected by conflict in Burma/Myanmar Advocacy for protection of displaced persons and solutions to conflict and abuse.

TBC Myanmar Cash Assistance Programme in 2015 Aims to reinforce resilience of conflict affected communities 27,734 people in 101 villages across 12 townships who received cash transfers equivalent to three months rice supply after suffering livelihood shocks.

Key Elements of the Cash Transfer Programme for IDPs Engage with local authorities to secure access, promote humanitarian obligations and mitigate against prolonging conflict Build response capacities of local agencies and CBOs to identify the most vulnerable groups based on common criteria Integrate conflict and market assessments into needs and impact assessments every distribution to monitor the security risks to CBOs as well as the effects on protection and livelihoods for beneficiaries

Key Elements of the Cash Transfer for IDPs Inform beneficiaries of their entitlements in community meetings prior to registration, distribution of cash transfers and collection of receipts at the household level Decreasing CTP budgets to allocate resources for community led food security and livelihoods initiatives that lead towards self- reliance
