City of Lacombe 2014 Development Symposium Outline Plan Process at the City: Outline Plan Process Application/Circulation 1 week from date of receiving application to being circulated 3 weeks for comments from internal departments; minimum 21 days from County 1-2 weeks to compile/confirm comments and reply to applicant =5-6 week process for each circulation; depending on scale of change Plan is confirmed – Public Consultation Date set 3-4 weeks after plan confirmed – this allows for 2 week newspaper advertisement and 2 week notice to residents 2 week minimum resident response time 1-2 weeks for consultant to compile results, revise plan, submit to City 2 weeks for City to review/accept =8-10 week process (if not accept – another public consultation/additional time to change) Date set for Council 2-3 weeks to prepare/get on agenda/approval Minimum time period assuming NO CHANGES needed = 15- 219weeks City of Lacombe’s last two Outline Plans took between 7-8 months from application submission to development approval (due to required changes) Fees: No change since 2001 $2000 Are the fees appropriate for timelines/service? City of Lacombe 2014 Development Symposium Subdivision Process at the City: Subdivision Process Application/Circulation 1 week from date of receiving application to being circulated 3 weeks for comments (MGA requirement) 1 week from due date to notice of decision being sent = 5 week process Development Agreement Offsite Levy rate set by Bylaw Details for each Development Agreement are the same: developer must submit plans including: insurance/construction schedule/deposit amounts/emergency management plan Relies on engineering drawings being approved 1 week to finalize agreement once all information approved/received 1 week to circulate internally for final review 1 week to send back to Client = 3 weeks from all items submitted; usually quicker Endorsement Up to applicant to finalize items/work through Within a week of receiving subdivision endorsement package City aims to review, endorse and send back to surveyor for registration Fees: No change since 2001 Development Agreement Drafting fee $300 0-2 lots = $826 3-5 lots =$1090 6+lots =$1090 first five lots+ 162/lot for 6+ Endorsement feel of $86.00/parcel How can this process be improved? -3 -2 -1 0 +1 +2 +3 Are the fees appropriate for timelines/service? City of Lacombe 2014 Development Symposium Rezone Process at the City: Rezone Process Application Applications for rezone will not be taken forward unless aligns with a long range plan (Outline Plan, Area redevelopment Plan) and, if necessary, a subdivision application has been made 1 – 3 weeks from date of receiving application the item will be placed on a Council agenda for first reading 4 weeks from first reading, public hearing set and second reading (allows for 2 weeks continuous advertising (and approval on a Monday cannot get into paper until 10 days later) Third reading will occur when the development agreement has been signed (City will promote public hearing, second and third reading at one meeting if development agreement in place) Minimum time = 6 weeks from application Maximum time = one year (renewal possible); dependent on development agreement process Fees: No change since 2001 $1000 How can this process be improved? -3 -2 -1 0 +1 +2 +3 Are the fees appropriate for timelines/service? City of Lacombe 2014 Development Symposium Development Permits: Permitted/No Variances Permitted Permits Application The City has 40 days (MGA requirement) to provide a decision on a development permit (unless an extension has been agreed on) The City’s average processing times for permitted use development permits is 8 days (and usually includes building permit issuance). Fees: Advertising fees were increased in last 5 years; general rates have remained the same since 2001 Residential $50 + $25 advertising Commercial/Industrial $100 + $25 advertising Compliance $50 for regular service; $100 for rush Uses: Are there any uses which are discretionary that should be considered as permitted? City of Lacombe 2014 Development Symposium Development Permits: Development Officer Variances DO Variances Development Officers can approve the following variances: Up to 10% on most general regulations Up to 100% parking for downtown business occupancy permits Discretionary use permits when occupying an existing building Process skips MPC but still subject to three week appeal period because LUB regulations are being ‘varied’ Application The City has 40 days (MGA requirement) to provide a decision on a development permit (unless an extension has been agreed on).
