BACKGROUND The occupation Energy Auditor and Analyst was submitted by Apprenticeship and Training Representative (ATR) Dick Overton, on behalf of the Building Science Academy, LLC. The Energy Auditor and Analyst (Existing Homes) conducts energy audits and develops work scope for residential energy audits. These energy audits are conducted using diagnostic testing tools and safety testing, such as via blower door, infrared camera, combustion safety testing, and duct leakage testing. This occupation clearly lends itself to the structured on-the- job learning and Related Technical Instruction of Registered Apprenticeship. 5

8 Opportunities for Implementation of Program Over the past decade 28 states have adopted Energy Efficiency Portfolio Standards (EEPS) to encourage conservation and the more efficient use of electric energy. Over 31 states with a Home Performance with Energy Star Program. DOE's Tribal Energy Program includes enhancing human capacity through education and training. Current and upcoming Energy Tax Credit Programs (Proposed 25E) Status of State Energy Codes DOE encourages using new technologies and better building practices to improve energy efficiency. (New Energy Code 2012)

Opportunities for Implementation of Program Cont. Better Buildings Program partners with states, local governments, and organizations who received funding to ramp-up energy efficiency building retrofits in their communities. Weatherization Assistance Programs enables low- income families to permanently reduce their energy bills by making their homes more energy efficient. Building America residential research works to improve the quality and energy efficiency of homes. The goal is to reduce average housing energy use by 40% to 100%. 9

11 Home Builders Institute Revised National Guidelines for Apprenticeship Standards 29 CFR Part 29 Different Pathways to Apprenticeship Completion: on-the-job learning (OJL) and related training instruction (RTI); Competency- based; and Hybrid. Interim Credentials: Completion of recognized components within an apprenticeable occupation: portable; issued by Registration Agencies; credit for prior experience determined by local apprenticeship committee.

12 The Greening of HBI Apprenticeship In January, 2009, NAHB’s ICC-700 National Green Building Standard™ became the only ANSI-approved green building standard. Integration of ICC-700 into HBI and NAHB training programs: Job Corps Training Achievement Records; Pre-Apprenticeship Certificate Training (PACT); Apprenticeship; Certified Green Builders; Certified Green Remodelers (2009-2010).

The Greening of HBI Apprenticeship Cont. NAHB Subject Matter Experts developed occupational skills standards for Weatherization and Solar (Thermal and Photo-voltaic) Installation Technicians (2010). Cengage Delmar publisher of the Residential Construction Academy published “Green Applications for Residential Construction” to supplement the RCA Series (2010) (Related Instruction). 13

15 Revision of HBI’s National Guidelines for Apprenticeship Standards (2010-2011) Industry standards and Related Training Instruction materials for new green construction and weatherization in place. Hybrid Model for Carpentry and Building Maintenance Repairer developed including traditional OJL/RTI and competency-based model. Revised National Guideline Standards include the use of Interim Credentials.

Revision of HBI’s National Guidelines Standards for Apprenticeship Standards (2010-2011) Cont. Memorandum of Understanding between HBI’s Facilities Maintenance program at Old Dominion Job Corps Center and Tidewater Builders Association’s Facilities Maintenance Apprenticeship Program signed in March, 2011. Elements of successful Interim Credentials include: agreed upon standards; site visit by apprenticeship director to the Job Corps program, for example, to meet with instructors and students; and clearly define expectations. The decision of the local apprenticeship committee, whether to grant credit or not, is final. 16

24 Wind Turbine Service Technicians Climb wind turbine towers to inspect, maintain, or repair equipment. Troubleshoot, diagnose and/or repair mechanical, hydraulic, or electrical malfunctions related to pitch systems, speed control systems, converter systems, and related components. Test structures, controls, mechanical, hydraulic, or electrical systems, according to test plans or in coordination with engineers.

Wind Turbine Service Technicians Cont. Test electrical components of wind systems with voltage testers, multimeters, oscilloscopes, infrared testers, or fiber optic equipment. Start or restart wind turbine generator systems to ensure proper operations. 27 Geothermal and Well Drilling Operator Select the appropriate drill for the job, using knowledge of rock or soil conditions and attach drill bits and drill rods, adding more rods as hole depths increase, and changing drill bits as needed. Stabilize machine, position and align drills, start, stop, and control drilling speed of machines and insertion of casings into holes.
