2 2 Preparation of RCC administrations for WTDC-14 CIS Regional Preparatory meeting CIS Regional Preparatory meeting for WTDC-14 held from 19 to 21 of February, 2013, in Chisinau, Moldova RCC Common Proposals for the work of WTDC-14 include: Proposals on Regional Initiatives 11 Proposals on Working Methods and Programs for ITU-D Study Groups Proposals on candidates for ITU-D SGs and TDAG Chairmanship Proposals on candidates for WTDC-14 Chairmanship are agreed RCC Commission for International Coordination Cooperation (CICC) CICC meeting held from 24 to 26 of September, 2013, in Alma-Ata, Kazakhstan, and agreed 12 RCC Common Proposals for WTDC-14 and considered proposals for PP-14

3 3 RCC Common Proposals for the work of WTDC-14 5 RCC Regional Initiatives Creating a child online protection centre for the CIS region Ensuring access to telecommunications/ICT services for persons with disabilities Introduction of training technologies and methods using telecommunications/ICTs in order to develop human potential Development of broadband access in the CIS countries Building confidence and security in the use of ICTs in the CIS countries

4 4 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 1 “Proposals on the activities of the Telecommunication Development Sector ” Proposals: In developing the ITU-D draft strategic plan include, as one of the goals, bridging the standardization gap in terms of assisting developing countries in their knowledge and application of standards (Recommendations) developed in ITU-R and ITU-T Convert the SG2 Rapporteur Group for Question 9-3/2 into an intersectoral coordination group dealing with the implementation of ITU standards (recommendations) in the interests of end-user. The issue of establishment of such group should be decided in the frameworks of Resolution 123 (Rev. Guadalajara, 2010) actively call upon the chairmen/vice-chairmen of study groups and advisory groups from developing countries to work in the group. Instruct the BDT Director to consult with Directors of TSB and BR, as well as General Secretariat in order to determine the financial implications of the work aimed at bridging the standardization gap in the frameworks of development of the results-oriented budget sections: in this case – to deliver the outcomes of ITU activities in standardization to the end-user.

5 5 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 2 “Further development of electronic working methods in the activities of the ITU’s Telecommunication Development Sector ” Proposal: The WTDC draft new Resolution is proposed: “Further development of electronic working methods in the activities of the ITU’s Telecommunication Development Sector” to provide further development of the facilities and capabilities for remote participation by electronic means in the appropriate meetings of ITU-D. RCC CP 3 “Deadlines for the submission of documents to WTDC and meetings of Telecommunication Development Advisory Group and ITU-D Study Groups” Proposal: to establish a cut-off deadline for submission of documents of 12 calendar days, to amend WTDC Resolution 1 “Working procedures to be applied to study groups, their subordinate groups, the Telecommunication Development Advisory Group and other regional and world meetings of the ITU Telecommunication Development Sector” to coordinate the deadlines for the submission of proposals to the ITU-D meetings.

6 6 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 4 Proposal for the revision of Resolution 24 “Authorization for the Telecommunication Development Advisory Group to act between world telecommunication development conferences” Proposal: To expand the duties of TDAG to consider electronic working methods, decisions of PP, other conferences and assemblies of the Union and ITU Council, as well as coordinate actions with advisory groups of other sectors. TCC CP 5 Proposal on the revision of Resolution 30 “Role of the ITU Telecommunication Development Sector in implementing the outcomes of the World Summit on the Information Society” Proposal: To align Resolution 30 with the decisions of PP-10 and ITU Council

7 7 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 6 Proposals for the revision of Resolution 61 “Appointment and maximum term of office of chairmen and vice ‑ chairmen of ITU-D study groups and of TDAG” Proposal: Considering the guidelines of Resolution 166 (Guadalajara, 2010), decisions adopted by the Council-2011 meeting and similar ITU-R and ITU-T Resolutions, to introduce appropriate modifications to ITU-D Resolution 61 with new requirements for vice-chairmen of ITU-D SGs and TDAG.

8 8 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 7 Proposals on the revision of Resolution 73 “ITU Centres of Excellence” Proposals: When setting priorities for the work of the ITU Centres of Excellence, to proceed from the current needs of the region, which are to be identified using the regional organizations in the ICT/telecommunication sector as well as through consultations with ITU members; … to consider reasonable that human capacity-building efforts should be concentrated in the ITU Centres of Excellence, whose activities should be included in the Operational plans, with the corresponding institutional and financial support; … to recognize the need to standardize the format of the work of the ITU Centres of Excellence (duration of seminars and distance-learning courses), quality-control mechanisms (tests, peer review, scientific conferences, etc.), and the form of certificates to be issued and conditions for obtaining them; … to provide for the possibility for ITU Centres of Excellence established within the framework of academic organizations licensed for professional development activities under the corresponding national legislation to issue joint certificates signed by the Director of BDT and the head (rector) of the basic academic organization concerned.

9 9 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 8 Proposals for improving efficiency of ITU-D Study Group activities Proposals: To increase efficiency of SG activity, it is reasonable to review the working methods, including: - Identify on the SG level development of new Recommendations and review of existing Recommendations as a final target for examination of study Questions - Identify dates for preparation of draft new or revised Recommendations - modify SG structure by creation within each SG two - three Working Parties (WP) united by appropriate topics related to the Strategic plan and programs of the Sector - Increase duration of meetings by increasing the number of days for Rapporteur Group meetings in the first half of the year and increase of remote participation - collaborate more closely with relevant SGs of other Sectors - link SG studies with the Sector work programmes, the goals and objectives of the Sector Strategic Plan.

10 10 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 9 Proposal for revision of Resolution 22 "Alternative calling procedures on international telecommunication networks, identification of origin and apportionment of revenues in providing international telecommunication services" To add to resolve: 4. to request administrations and international operators which permit th e use of alternative calling procedures but do not provide calling party number delivery in their countries in accordance with their national regulations to respect the decisions of other administrations and international operators whose regulations do not permit such services and which request calling party number delivery provide information about international calling line identification taking into account relevant ITU-T Recommendations, as well as call progress information for security and economic reasons. 6. to recommend operating agencies authorized by Member States not to apply alternative call procedures, including refiling, concerning countries which do not allow such services on their territories

11 11 RCC Common Proposals for the work of WTDC-14 11 Proposals on Working Methods and Questions for study for ITU-D Study Groups RCC CP 11 Proposal for revision of Resolution 63 "IP address allocation and facilitating the transition to and deployment of IPv6" Proposals: to note that developing countries need expert and technical assistance, as well as sufficient time for the implementation of this transition to encourage Member States and Sector Members to assist the developing countries in coordinating and accounting of used IP addresses on their territory for assessment of development and for monitoring RCC CP 12 Proposal on regional initiatives RCC CP 10 Proposal for revision of Resolution 47 "Enhancement of knowledge and effective application of ITU Recommendations in developing countries, including conformance and interoperability testing of systems manufactured on the basis of ITU Recommendations" Proposals: Align Resolution 47 with the decisions of the ITU Council-2012..

13 13 Plenipotentiary Conference 2014 Preparation of RCC administrations for PP-14 include: Identifying priority topics for PP-14 : Results based Strategic and financial planning of ITU activities, priority given for Radiocommunication Sector Financial issues Stable Constitution of the Union ITU Role in international public policy issues pertaining to ICT (development term “ICT”, internet-related issues, on-line access for the ITU documents, review ITRs, confidence and security issues, etc) Proposals elections are discussed

14 14 Preparation of RCC administrations for PP-14 Priority topics for PP-14 Stable Constitution and Convention of ITU (Resolution 163) do not adopt new constitution documents at PP-14, but to continue the work to propose consider the stable Constitution as the new Treaty which would entirely replace existing Constitution and Convention of the ITU after it is entered into force to take a decision at PP-14 to agree on format of draft new Constitution and General Provisions and Rules of ITU (GPR) based on texts shown in Annex 2 to the Document С13/49 of the Council Working Group on a stable ITU Constitution for this end, to instruct the ITU Council either to establish new Working Group or continue the work of WGC-STB-CS with terms of reference including development of draft texts for the new Constitution and GPR for consideration at Plenipotentiary Conference 2018, or any Plenipotentiary Conference under a decision of PP-14.

15 15 Preparation of RCC administrations for PP-14 Priority topics for PP-14 Elaboration of Strategic and Financial Plans of ITU priority to assess the results of ITU activity on achievement of strategic goals before assessments of events within the frameworks of which supposed results will be received use transparent parameters to measure goals of sectors and of General Secretariat and also of ITU as a whole to simplify structure and reduce volume of draft plan texts due to their concretization to enhance effectiveness of implementation of ITU budgeting and management principles oriented towards the results of Strategic Plan Financial activity of ITU to exclude from the treaty-level document adopted by Plenipotentiary Conference (ITU Convention or other document), provisions relating to procedures for the collection of arrears on overdue payments with specified interest rate definition of further activity of Independent Management Advisory Committee (IMAC)

17 17 Preparation of RCC administrations for PP-14 Priority topics for PP-14 Online access to ITU documents It is proposed to revise Decision 12 (Guadalajara, 2010) «Free online access to ITU publications» and also to provide free online access to electronic versions of administrative regulations (Radio Regulations and International Telecommunication Regulations) at PP-14 Equitable use of ITU six languages Improvement of ITU website in Russian language Revision of International Telecommunication Regulations (Resolutions 146, 171) Proposals to revise the International Telecommunication Regulations on the regular basis, for example, every eight years.
