3 General Purpose – To remove the continuously increasing traffic congestion from the town of Brookeville – To improve traffic safety and transportation operations –To preserve the historic district

4 General Needs –Traffic is estimated to be 18,000 vehicles per day in the year 2020 with the encroaching development of the nearby area of Olney –Replace the substandard road geometries that exist currently –A stop sign located at the junction of 97 and Market Street impedes traffic flow and creates adverse environmental conditions –Operating at a Level of Service (LOS) D and is estimated to deteriorate to LOS F during peak PM hours in the year 2020 if no improvements are made –The accident rate in Brookeville is 154.1 per one hundred million vehicle miles (acc/100mvm)
