SPLOST IV Question: What is SPLOST? Answer: SPLOST is a one-cent Special Purpose Local Option Sales Tax that generates money for predetermined, priority projects that improves the school system and our ability to meet the needs of our students. “Building the future for the children of Crisp County…one penny at a time!”

SPLOST IV Question: What does SPLOST achieve? Answer: Generates needed revenue for major projects Fairly distributes the tax base; everybody contributes, not just property owners (Over 60% of SPLOST revenues come from sales to non-Crisp Countians) “Building the future for the children of Crisp County…one penny at a time!”

SPLOST IV Question: Is SPLOST IV a new tax? Answers: No, it is not a new tax. It is a continuation of SPLOST that the citizens first approved in 1997 and again in 2002 and again in 2007. At no time do SPLOST collections overlap; when one ends, the next begins. SPLOST renewal will not increase the sales tax rate. It will ONLY maintain the current rate being collected here and in most counties in Georgia.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV Question: How much money does the school system anticipate generating with SPLOST IV? Answers: The projected revenue is $23 million. SPLOST IV will expire once the $23 million goal is reached or after 60 months, whichever comes first.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV PLAN Currently, a 1,200 student capacity K-2 school is being built, projected to open in August 2013. This is the project supported by SPLOST III, approved by the voters in 2006 and collected from October 2007 until September 2012.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV PLAN When the K-2 school, Crisp County Primary School, opens in 2013, the school system will be reorganized. All students in Grades K-2 will attend the new Crisp County Primary School.

SPLOST IV PLAN With the reorganization, all Grade 3 students will attend Blackshear Trail Elementary. If this plan were in effect now, Blackshear Trail would have 320 students, with some room to accommodate additional students. “Building the future for the children of Crisp County…one penny at a time!”

SPLOST IV PLAN With the reorganization, all Grades 4 & 5 students will attend Southwestern Elementary. If this plan were in effect now, Southwestern would have 624 students, with a little room to accommodate additional students.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV PLAN Funds received in SPLOST IV would be dedicated to the construction of another new school, at the end of the SPLOST collections. Probably in 2016- 2017. After assessing the reorganization and as we assess the growth that may come from the inland port, the Board will decide if the new school will house Grades 3-5 or Grades 6-8.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV PLAN SPLOST IV funds would also be used to purchase buses and other vehicles, improve technology resources, equip existing schools, make major repairs that may be necessary and accumulate resources for our next building project.

Answer: A capital outlay reserve fund paid for with ad valorem taxes would be required to meet essential and emergency needs, increasing the millage rate.

“Building the future for the children of Crisp County…one penny at a time!” SPLOST IV Question: What happens if SPLOST IV is not approved by Crisp County’s voters? Answer: Bus purchases would have to be made from budgeted ad valorem taxes, causing the millage rate to increase.

Answer: Future plans to consolidate grades 3-5 under one roof, move PreK and construct a new middle school will be put on hold indefinitely.

SPLOST IV On November 8, 2011, Citizens of Crisp County will have the opportunity to renew the Special Purpose Local Option Sales Tax so that the Crisp County School System may continue to best serve the needs of our community’s children without depending solely on property taxes generated by property owners alone. (Remember over 60% of SPLOST revenues come from purchases made by travelers and residents of surrounding counties.) Early voting begins October 18, 2011. “Building the future for the children of Crisp County…one penny at a time!”
