T HE B OOT CAMP F RAMEWORK Boot Camp Overarching Goal: To help the teams use the SCRP program to create prosperous, diversified regional economies that provide opportunity to all residents and that firmly embrace environmental stewardship Why? Diversified, regional economies are more resilient to market changes Leading with an economic strategy creates opportunities to reach scale with environmental and equity goals Equitable regions are more prosperous Compact communities save money and are more economically sustainable over time Preserving the environment saves money A healthy population saves the community money 3

C HALLENGE : F OCUSED ON O UTPUTS RATHER THAN O UTCOMES, P ROJECTS RATHER THAN S YSTEMS To get to the goal of prosperous, resilient, regional economies, we must help these awardees move from Transactions to Transformation to ensure that physical improvements: Leverage and stimulate the economy Add up to equitable access to resources, education, jobs, housing Reduce environmental degradation, our carbon footprint, and enhance quality of life Drive systems transformation, shifting the way a region approaches land-use and economic development to support tighter integration of efforts resulting in a more efficient use of resources and better economic outcomes for residents 6 T RANSACTIONS Projects Plans Site by Site Clear start/end TRANSFORMATION New way of doing business Whole Systems Silo Busting Long-term Outcomes
