4 GENERALIZE ABOUT HANOI’S PUBLIC ADMISTRATION REFORM The Key Goal of PAR: Reform of administrative procedures to ensure transparency and publicity, advantage organizations and individuals and businesses; create strong movements of discipline, rules, sense, responsibility, the quality of serving the people of Capital’s staff, civil servants, public employee, especially leadership, management from the city to the base.

5 RELATIONSHIP BETWEEN PAR ADMINSTRATION REFORM AND E-OFFICE  Par carried out in 5 field.  E-office is a small part of par (in administrative modernization field) but it is a very important factor in PAR.  Thanks to E - office, improve transparency and publicity, advantage organizations and individuals and businesses, administrative units worked cleaner and more efficient.  PAR is able to achieve success or not, depend on how E-office develops.

6 RELATIONSHIP BETWEEN PAR ADMINSTRATION REFORM AND E- OFFICE + Improve productive and operational efficiency of state agencies (edoc, email..) + Provide convenient public services for citizens ( online public services, online answer.. ) + Intensify the participation of people in the activities of state agencies ……. E-OFFICE Promote PAR, A modernization Request, demand E-office

7 CURRENT STATUS AND ISSUE ON ADMINISTRATION REFORM AND E- OFFICE Both of PAR and information technology Program in Ha Noi were started from 1997. So Far, having some achievements:  The information technology infrastructure was expanded, upgraded  The application of information technology in the operation of political systems at all levels was increasingly enlarged, effectively, step by step building "e-government“.

8 CURRENT STATUS AND ISSUE ON ADMINISTRATION REFORM AND E- OFFICE  Facilitated organizations and citizens that contacted to deal with the job * The results of the PAR has contributed positively to the overall achievement of the construction, capital’s development.

9 CURRENT STATUS AND ISSUE ON ADMINISTRATION REFORM AND E- OFFICE  However, having still some limitations: -Still not orientated what E- Government is. -E-Office have just started to be deployed. -Application of information technology to serve the administration in some districts is still limited. -Still not suitable for requirement of PAR.

10 HANOI’S POLICY ON ADMINISTRATION REFORM AND E- OFFICE  Reduce direct meetings drastically and administrative pages; enlarge online meetings.  Official texts, documents that exchanged between agencies are e-texts.  Develop synchronously and simultaneously between government-office modernization and promoting the application of information technology-communication in management Executive performances, solving administrative procedures and building e-office.

11 HANOI’S POLICY ON ADMINISTRATION REFORM AND E- OFFICE TARGETS TO 2015:  Over 80% of the text, official documents exchanged between agencies are executed in e-networks.  100% of departments, districts, and 50% of the communes improve internal information technology systems.  100% of departments, people's committee of the districts have electronic portals or websites that provided full information in accordance with the regulations.

12 HANOI’S POLICY ON ADMINISTRATION REFORM AND E- OFFICE SPECIFIC TASKS  Build a framework model for implementing e-office.  Build an implementation plan to provide public online services at 3 level.  Deploy pilot model of e-office at some agencies. (At the moment, Result of deploying pilot model of e – office at some agencies have not been assessed).  It is expected, E-government will be built completely and operate well in 2020.
