Background In 2010, AIDSRelief (AR) introduced the Site Capacity Assessment (SCA) process as part of its capacity building efforts to Local Partner Treatment Facilities (LPTFs). Objectives: Monitor progress on the implementation of the care delivery system supported by AIDSRelief across all countries. Identify areas in need of technical assistance/strengthening to support care improvement and transition process, Identify of best practices to be replicated. Establish consistency with technical and quality tools already used for site capacity building

Methods The SCA process divided into two: Conduct Site Capacity Assessment – Supported sites are assessed using the SCA tool and reports generated. Development of action plans – Assessment teams and facilities collaborate to develop action plans to improve weak areas with low scores.

Methods 12 component areas and 7 cross cutting functional areas Set of indicators representative of capacities critical to meet minimum standard of sustainability – Set of observable statements on a 5-point scale – Average score, based on the same 5-point scale calculated for each component, functional area and health facility as a whole

Methods Developing the Action Plan: From the SCA report 6 priority components extracted Weak performing areas with scores below 2.9 Action planning template guides discussion and planning with health facility team to improve weak performing areas Action plan implementation tracked at central and health facility levels.

Limitations and Recommendations Tool is a global tool and does not take into consideration local contexts Limitations with the use of the Likert scale and use of different assessors over three year period Follow up of the action items requires attention Collaborating with the R/DACCs to implement the SCA Scale up collection and replication of best practices from well performing sites
