Background The need for the Majuba Rail project follows a business requirement by Eskom to construct a new 68 km railway line from the TRF coal line to Majuba Power Station. The service consists of the Provision of Recruitment Services on “as and when required basis “ at the Majuba Rail Project. The service entails providing CVs of suitably qualified persons to fill the posts required. The Contractor provides all administration required for the salary package as a service to the Employer. The need to place the contract is critical as the resources are required urgently to build the Rail and to mitigate the CAP on resources within Eskom Holdings as communicated by the TST (Transitional Support Team) This contract was identified as a simplified process to expedite the process of obtaining skilled and committed resources 3

6 In general, the Description of the Services covered by this Contract includes: The provision of Recruitment Services on as “as and when required” basis for the Rail Projects The Employer will generate individual task orders on an “as and when” required basis. The scope in each Task Order will be based on the employer’s requirements as well as the quotations submitted by the Contractor and agreed to by the Employer. The Task Order will include inter alia details of the activities to be performed. Both parties will agree on the starting and completion dates of each Task Order. The completion date of any task order shall not exceed the completion date of the NEC Contract. The scope of work of each Task order will be determined by the Employer’s representative. PACKAGE SCOPE

7 The following category of employees are required: Clerical/Administrative Construction Management ( RAIL) Technical Supervision &Advisors ( RAIL) Engineering (RAIL) Project Management (RAIL) Job profiles of the above employee categories will be used as a guideline. PACKAGE SCOPE CONT.….

9 Hours of work ( normal from 07.00 – 17.00 Monday to Friday), 30 minute lunch break. Pay week end (Friday - Monday = day off) The contractor will appoint selected candidates as notified by the Employer, facilitate this by a written contract between Contractor and candidate and manage all appointment administration. Contractor administration includes: Deduct employee statutory contributions as required by law Manages all time sheets, leave, sick leave, overpayment and absenteeism without permission etc Ensures employees have completed a pre medical examination and periodic medicals during contract period Handles disciplinary and grievance processes required Comply to any legal documentation required Submits a monthly report on number of employees, outstanding employee issues and leave status PACKAGE SCOPE CONT.….

10 Contractor’s Financial obligations: Pay the candidate on a monthly basis from date of employment Pays all statutory contributions as required by law. Pays recruitment costs Once a candidate is identified by the Employer, the Employer will notify the Contractor by means of an instruction. This instruction will contain the salary, start date and employment duration name of candidate and any other relevant information. Working hours will be same as the Employer’s working hours The employee provides his / her own transport to and from the workplace at his / her own cost PACKAGE SCOPE CONT.….

11 Recruitment services includes: Placement of advertisements Screening of applicants (ID verification, criminal checks, drivers licence and qualification checks) Arranging interviews Facilitation of the placement of selected Eskom – identified resources Skills transfer between contractor and Eskom employees to be applied PACKAGE SCOPE CONT.….
