Why the SDGs -MDG is over in Dec. 2015 -A new UN initiative for ensuring cohesion in global exercise of ending poverty following time line and already adopted (17 specific goals with 169 associated targets). -Refreshing the global partnership and cooperation strategies. What’s differ with MDG??? www.equitybd.org SDG and Paris Climate Conference

Present MDG situation: A global picture Economic context and present global poverty The world in 2013 in every 100 people; - 17 live (more than 01bn) in extreme income poverty on less than US$1.25 a day - 37 live on less than US$2 a day. - 57 million children of primary school age do not attend school - 12 live in a slum and 35 have no access to a decent toilet - 15 are malnourished Christian Aid 2014 www.equitybd.org SDG and Paris Climate Conference

Present MDG situation: A global picture Social context (Increasing inequality) -In 2014, the richest 1% of people in the world owned 48% of global wealth. If this trend continues of an increasing wealth share to the richest, the top 1% will cross 50% wealth than the remaining 99% of people in just two years by 2016. -The wealth of these 80 individuals is now the same as that owned by the bottom 50% of the global population, such that 3.5 billion people share between them the -Every year, developing countries lose US$1tn from illicit financial flows. OXFAM analysis Jan 2015 -Bangladesh losing US$ 6.84/capita which is 2.35bn/yr. (GFI’2014) www.equitybd.org SDG and Paris Climate Conference

Cause & relation: Failure of global partnership -Developed countries didn’t met their commitment of 0.7% of GNI -ODA pushed to privatization that denied access to essential services for poor. AAI analysis Jan 2015 -Impact of Climate Change: “An unseen obstacle”. www.equitybd.org SDG and Paris Climate Conference

BD performance in MDG Progress as “Business as Usual” -Poverty rate as 26% (Economic Review 2015) -Primary Enrollment “High drop out rate” -Reducing Child mortality and improve maternal health “Accumulative calculation”. But not in the track on, ending extreme poverty & hunger, achieving quality primary education, gender equality, empowerment of women and environmental sustainability. www.equitybd.org SDG and Paris Climate Conference

Where the challenges for BD in SDGs -Resource Mobilization -Climate Change and its new multiplex impact like; ▪ Agriculture & FS ▪ Loss & damage of national resources and recovery investment ▪ Human Migration etc. Over all, country needs to change its development approach and strategies with huge additional investment. So, it is important to influence the CoP-21 process & decisions to be fit with SDG requirements and achievement. www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” 1.Common issue: A Legally Binding Agreement (LBA) beyond 2020 2.Developed countries issues a.Mitigation commitment b.Financing strategies (Mitigation priority) c.Discourse on mitigation devices 3.LDC issues; a.Commitment on Adaptation financing b.Loss & Damage c.Technology transfer www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” LBA: Our stand points in the negotiation - Oppose the tricky membership criteria. -LBA must be recognized historical responsibilities of GHG emission. -No loopholes for some country parties to slip through their obligations. -Punishment for non-compliance countries www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” LBA: Our stand points in the negotiation -Clear statement regarding the time line of mitigation, peaking period to limit the temperature rise below 1.5 o C by 2100. -LBA must be focused on adaptation parallel with mitigation -No false solution proposed through LBA. -LDCs will be voluntary contributors to INDC. -Balanced process proposed of financing in both adaptation & mitigation. www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” Financing: Our stand points in the negotiation - Must be coherent with SDG goals like climate change, restore ecosystem and environmental sustainability requirement. -Firm commitment from rich countries for pre 20 and post 2020 -Adequate, additional and Public Finance for LDCs. -Private finance for rich countries -Allocation Strategy: Compensation and Reparation focus -At least 50:50 share in adaptation & mitigation -Appropriate Finance with appropriate Technology www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” Loss & Damage: Our stand points in the negotiation -Separate text in the LBA on; a.Recognize and commitment of necessary support b.Compensation by developed countries c.Separate window for financing d. No insurance mechanism (for business only ???), rather a collective share of UN and Annex-1 guarantees www.equitybd.org SDG and Paris Climate Conference

CoP-21 process: “An strategic global milestone towards 2030” Technology shifting: Our stand points in the negotiation -No IPR regime for MVCs, rather it might be cost sharing maximum. -All sort technology (for both adaptation and mitigation) have to be provided following country specific and need base. -LBA must be provisioned for representation of LDCs to ensured in Technology, assessment, transfer and support mechanism. www.equitybd.org SDG and Paris Climate Conference

CoP-21 : Would transform our world be possible leaving the issues ???? We should continue challenging our governments to: ► Uphold the primacy of human rights: States must be held accountability to all dev. actors adhere to human rights, including when they operate across borders. ► Tackle inequality and the overconcentration of wealth: must implement redistributive and progressive measures to promote equality. ► Rein in corporate power: States should adopt a strong independent regulatory framework to ensure and respecting human rights. ► Stop militarization and war: Governments should put a cap on military spending and progressively reduce this in order to promote sustainable development, social justice, and lasting peace. Peoples Demand in SDGs www.equitybd.org SDG and Paris Climate Conference
