the objective of the elderly welfare is to enable to elderly people to live as long as possible biocomplete life in their own home for that we manage and offer different open care services for elderly citizens open care (welfare) services: home care, personal alarm service, day care service for elderly with dementia, social centres for elderly aprox 416 000 inhabitants; 65+ - 17%

Home care service provided to people in their homes which help them manage in familiar surroundings the aim is to help elderly people with a reduced ability to manage independently in familiar surroundings (at home) with the assistance of services organised for them by social worker

H ome care services includes both domestic assistance and care Domestic assistance is helping an individual carry out and manage everyday activities such as cleaning their home, taking care of their clothes and shoes and buying food and household goods. Domestic care is helping an individual carry out everyday activities related to health and hygiene, including washing, dressing, eating, moving. Home care service is used approximately by 1450 persons per year. mainly used among persons aged 75 and over (64%) clients: 80% women; 20% men 165 care workers

Day care service for elderly with dementia The main aims to support the cope with everyday life for elderly with dementia to decrease the workload of the relatives and give them possibility to get a job to prevent placing elderly to care home Service is provided in working days by two city district social centres for elderly and by one non profit organisation 32 clients in 2011

Personal alarm service The objective of the service is to increase the feeling of safe and security of the elderly and disabled people by using the mobile alarm button service

Social centres for elderly act as a day care centres; centres are organising and providing a wide range of services (integrated social-, cultural- and health care services) for the elderly. For example: shower, laundry service; hairdresser, manicure; language and computer courses; different creative activities 8 centres, one in every district

Care home social welfare institution created for the 24-hour care of people who need assistance and care It means that they are no longer capable of living independently and their ability to manage can no longer be ensured through the provision of other social services and assistance. The elderly people of Tallinn who cannot ensure care for themselves or whose legal maintenance providers cannot ensure care for them, due to health, very old age or low income, are accepted into the waiting line for the care home service.

In Tallinn we have one care home (Iru Care Home) which is managed by the City of Tallinn. There are 350 beds. Across years, Tallinn purchases constantly 440-465 beds in addition to the beds in Iru Care Home. The City of Tallinn purchases the care home service from more than 70 care homes from all counties.

Financing of the service the cost of a care home bed in Estonia is approx 500 - 700 EUR in a month. the share of the City of Tallinn in co- financing the 800 care home beds was nearly 260 EUR per month per each customer in 2011
