IV- The Radical Republicans A) The Republican Party was created out of the abolitionist, anti-slavery movement. 1) This group of republicans were able to capture a large amount of seats in the House of Representatives and in the Senate. a) This made them as powerful as the President

B) The Republican Congress felt the South must be brutally punished for treason, the bloody war, and the treatment of Africans. 1) They had three main goals

B) Radical Republicans were led by 2 members of Congress B1 –Rep Thaddeus Stevens of Pennsylvania B2 –Senator Charles Summer of Massachusetts

a) They wanted to prevent leaders of Confederacy from returning to power in government

b) They wanted Republican Party to become a powerful institution in the South

c) They wanted federal government to give African Americans political equality by guaranteeing their right to vote

d) Establish the Freedman’s Bureau d1) Created African hospitals and schools d2) Provided legal advice and support in contracts d3) Supported Africans running for political office

V- Republicans vs. Johnson A)Congress passed the Civil Rights Act of 1866 1) Gave citizenship to all born in U.S. except Native Americans 2) Allowed African Americans to own property 3) African Americans had to be treated equally in court

B) Johnson vetoed Civil Rights Act of 1866 and Freedmen’s Bureau because he felt they made federal government too powerful 1) Congress over rides Johnson’s veto

C) The Radicals start rejecting all of Johnson’s proposals. 1) They have the US ARMY take control of the southern governments. 2) They propose several new laws to punish the south. 3) They even passed a law saying Johnson could not fire anyone without their permission.

How did Johnson respond to this? He fired his Secretary of War.

How did the Radical Congress respond? They impeached President Johnson.

D) IMPEACHMENT- the constitutional process of Congress removing the President from office. (Try to fire him) 1) The Constitution says that a President can only be impeached for TREASON or HIGH CRIMES AND MISDOMEANERS. 2) Johnson stands trial before the Senate.

How did it turn out? 3) Johnson wins by just one vote. He kept his job but lost most of his power and influence.

4) The Radical Republicans are now in full control of Reconstruction. a) Instead of passing another Civil Rights law they aimed higher and Amended the Constitution.

E) 14th Amendment – Granted citizenship to all persons born or naturalized in the US. 1) Give all citizens equal protection under the law

F) 15 th Amendment- Gave all men regardless of color the right to vote. Ladies?

V- Life in the South A) Many whites in the South tried to maintain the old economic and social standards that existed before the war.

Could they enslave Africans? Could they deny ex-slaves the protections of the Constitution? Could they deny ex-slaves the right to vote?
