Entitlements The City Council is reviewing seven Entitlement Requests including: Master Plan Annexation Prezone General Plan Amendment Development Agreement Tentative Parcel Map Environmental Impact Report

Master Plan Encompasses a 300-acre area located in San Joaquin County bounded by Roth Road on the North, Lathrop Road on the South, Airport Way on the East, and Union Pacific Terminal on the West. Allows for as much as 4.7 million square feet of light industrial and commercial development. CenterPoint Intermodal Facility would occupy most of plan area (188 acres). Community commercial uses at Lathrop Rd/Airport Way intersection. Includes: Land Use, Open Space, Landscaping, Drainage, Circulation, Access, Utilities, & Visual Design Requirements.

Annexation There are three areas that are being looked at for Annexation: Annexation of the Northwest Airport Way Master Plan Area Annexation of non-master plan areas: East non-master plan area South non-master plan area

Non-Master Plan Annexations Two areas adjacent to the Master Plan Area are being considered for annexation into city limits. These areas would be rendered “unincorporated islands” by annexation of just the Master Plan, a condition discouraged by LAFCO These areas prefer not to be annexed. Two areas are: East: Approximately 77 acres located northeast of Lathrop Rd/Airport Way South: Approximately 144 acres located southwest of Lathrop Rd/Airport Way

Recommendation Based on the information provided in the Staff Report, staff recommends the City Council: Adopt the Resolution to certify the environmental impact report; Adopt the Resolution Approving General Plan Amendment; Adopt the Resolution Staff to make application to San Joaquin County LAFCo for annexation; Waive the first reading by substitution of the title and introduce Ordinance No. #1483 for the Prezone; Waive the first reading by substitution of the title and introduce Ordinance No. 1484 for the Master Plan; Waive the first reading by substitution of the title and introduce Ordinance No. 1485 for a Development Agreement; and Adopt the Resolution approving the Tentative Parcel Map.
