16 Redevelopment Agencies must set-aside at least 20% of their gross tax increment revenue for the purpose of increasing, improving, or preserving their community’s supply of housing affordable to low- and moderate-income families.

17 T YPICAL A GENCY H OUSING F UND U SES Constructing or rehabilitating structures to provide senior and workforce housing. Acquiring, renovating and reselling single-family homes (foreclosure remediation). Providing housing rehabilitation loans/grants programs. Providing single-family homebuyer assistance programs, including foreclosure avoidance. Providing direct or indirect subsidies to, or for the benefit of, low- to moderate-income households that cannot obtain housing at affordable costs on the open market.

18 S INGLE - F AMILY H OUSING R EHABILITATION Two assistance programs available Assistance = loans and/or grants for homeowners Emphasis on code corrections, emergency repairs, home repainting, roof replacements, sewer connections, public right-of-way appearance, etc.

19 H OME B UYER A SSISTANCE Home buyer assistance available Assistance = loans Below market-rate silent second loans for up to 10% of purchase price, not to exceed $15,000 due in 30 years New programs for foreclosure avoidance/remediation

20 H OUSING D EVELOPMENT A SSISTANCE Assist in the development of new workforce and senior housing projects Assistance is based on project need and different in each case

22 R ECOMMENDED A GENCY A CTIONS Adopt a resolution of the Manteca Redevelopment Agency approving its Report to the City Council concerning the Redevelopment Plan for the proposed Manteca Redevelopment Project No. 3 and authorizing transmittal of said report and the Redevelopment Plan to the City Council of the City of Manteca (as described in the Joint Public Hearing Procedures, this action should be taken prior to opening of the joint public hearing); Adopt a resolution of the Manteca Redevelopment Agency making and approving findings that parcels of land in agricultural use shall be included in the Proposed Manteca Redevelopment Plan No. 3;

23 R ECOMMENDED A GENCY A CTIONS Adopt a resolution of the Manteca Redevelopment Agency finding and determining that the use of the monies from the low and moderate income housing fund outside the boundaries of the proposed Manteca Redevelopment Project No. 3 will benefit the project and authorizing the expenditures of such funds; Adopt a resolution of the Manteca Redevelopment Agency certifying the completion of the Final Program Environmental Impact Report for the proposed Manteca Redevelopment Project No. 3; making written findings pursuant to the California Environmental Quality Act; adopting a statement of overriding considerations; and adopting a mitigation monitoring program;

24 R ECOMMENDED C ITY C OUNCIL A CTIONS Adopt a resolution of the City Council of the City of Manteca finding and determining that the use of the monies from the low and moderate income housing fund outside the boundaries of the proposed Manteca Redevelopment Project No. 3 will benefit the project and authorizing the expenditures of such funds; Adopt a resolution of the City Council of the City of Manteca considering the Final Program Environmental Impact Report prepared and certified by the Manteca Redevelopment Agency for the proposed Redevelopment Plan for the Manteca Redevelopment Project No. 3; making written findings pursuant to the California Environmental Quality Act; adopting a statement of overriding considerations; and adopting a mitigation monitoring program; and

25 R ECOMMENDED C ITY C OUNCIL A CTION M AY 3, 2011 Waive the first reading by substitution of the title and introduce Ordinance No. 1494, an Ordinance of the City Council of the City of Manteca, California, approving and adopting the Redevelopment Plan for the Manteca Redevelopment Project No. 3.
