3 3 UIDAI client application package, named Aadhaar enrolment client, is used to record demographic & biometric data of residents. Aadhaar enrolment client (AEC) is also referred as ECMP, i.e. Enrolment Client Multi Platform, from its version 1.5 onwards. The captured data is sent to CIDR for De-duplication, Aadhaar Generation and permanent storage. Multiplatform implies that the AEC is now available for the Windows and Linux operating system platforms. 5 5 Demographic data: Demographic data is data about the resident that is related to name, address, gender, date of birth, relationship, mobile number, email, etc. Biometric data: Biometric data is data about the resident that is related to face (photo), Iris and Fingerprints. 10 th Dec 2012

6 6 Demographic Data The data is: 1.Captured by the process of pre-enrolment, or 2.Collected during the process of enrolment. Start Demographic Data Entry Is Pre- enrolment data available? Update demographic fields by entering the pre-enrolment ID and then tally with the verified Enrolment Form Enter Data in AEC from verified Enrolment Form during Enrolment Is Pre-filled Enrolment Form available? 8 8 The UIDAI has decided to collect the following types of biometric information from the enrollees/residents: Facial image Iris - both eyes Finger prints from all fingers of both hands Finger prints are captured in the following sequence: Left hand four finger slap Right hand four finger slap Both the thumbs Biometric Data 10 th Dec 2012

9 9 Collection and Integration of Pre-enrolment Data This step isn’t a part of the core process for enrolling a resident but needs to be performed so that resident data is available to the Operator when enrolment begins. This happens before the actual enrolment of residents and is taken care of by the Registrar and Enrolment agency (EA). The Registrar and EA collects (whenever possible) the resident demographic data from people in that location, verifies it, and saves it into the pre-enrolment database folder location of the Enrolment Station (Operator’s computer). The Registrar may also use existing data from PDS, the National Rural Employment Guarantee Scheme (NREGS), etc. Pre-enrolment of residents may, in the near future, also involve a web-based registration and data entry that the residents will do themselves. 10 th Dec 2012

10 10 Enrolment Form The resident has to fill the Enrolment Form If the resident has any difficulty in filling the Enrolment Form, the Verifier can guide the resident in filling up the Form Verifier will verify the Enrolment Form details and photocopies against PoI/PoA/DoB/PoR documents; even if pre-enrolment data is used Operator must enter enrolment data from verified Enrolment Forms only 10 th Dec 2012

12 12 Step 1: Logging in to the Aadhaar enrolment client The first step in the process of capturing resident data is to login to the Aadhaar enrolment client. Launch the Aadhaar enrolment client using any one of the following two ways: 1.Click the Aadhaar Enrolment Client icon on the desktop. 13 13 Step 1: Logging in to the Aadhaar enrolment client contd.. You will see the following screen: 1. Select your Operator ID from the drop-down 2. Enter Password 4. Click the Login button Figure 2: Aadhaar Login On selecting an Operator ID, the corresponding Operator’s name would be displayed in the ‘Operator Name’ field Select your Operator ID from the drop-down. 15 15 Step 1: Logging in to the Aadhaar enrolment client contd.. After logging into the Enrolment client, the first screen that appears will be the New Enrolment screen. The screen will have a message as shown in Figure 6 Figure 6: Demographic Data Capture Screen (First Screen After Login) 10 th Dec 2012 This message provides information about the latest client version, daily limit of number of enrolments for the client, number of un-exported packets permitted and the number of days remaining to perform the mandatory sync. Click OK to close the message box.

The first icon indicates camera The second icon indicates Slap/ Finger print scanner The third icon indicates Iris scanner The fourth icon indicates Printer The fifth icon indicates GPS dongle A red icon will appear on top of the images if devices are not connected or recognized. 19 19 Step 2: Importing Pre-enrolment Data The next step in the process of enrolling residents is importing pre-enrolment data, if available, into the Aadhaar enrolment client. The data available in the pre-enrolment data file can be used to auto-fill some or all of the demographic fields. This reduces the time spent on typing and also reduces errors in data entry. Click the Processes  Import Pre-Enrolment Data menu from the top of the application to open the Import Pre-Enrolment Data screen. [Shortcut key: Alt + Ctrl + L]. To import Pre-enrolment data into the ECMP application, Import from External Source Import from Aadhaar Lite Edition 1. Click Processes 2. Click Import Pre- Enrolment Data 10 th Dec 2012

Figure 12: Record Details – After Importing Pre-Enrolment Data All the records in the.csv files are displayed on the enrolment client. Records with errors are displayed with red outline. Records with some warning are displayed in blue outline. Click the Generate Report button to get a report with all the records having errors or incorrect data formats. This report has to be sent to the Registrar or to the team that actually supplied the pre-enrolment data, so that they can fix the errors. Click the Generate Report button 10 th Dec 2012

23 23 Step 2: Importing Pre-enrolment Data - Import from Aadhaar Lite Edition You can also import resident’s demographic data entered through Aadhaar Enrolment Client Lite Edition (ECMP Lite). Click the Import from Aadhaar Lite Edition (Outlined in Red in Figure) tab to go to the “Import from Aadhaar Lite Edition” screen. The procedure is same as Import from External Source. Click the Resident Enrolment  Enrol a Resident menu option (if you are presently not in the Demographic screen) [Shortcut key: Alt + Ctrl + N]. The Enrolment Operator can capture the resident’s demographic data in the following ways: 1.By entering the Pre-Enrolment ID that was provided to the resident when the pre-enrolment data was collected by the registrar OR 2.With the help of the Pre-Enrolment ID that is received from the pre enrolment portal where the resident can provide demographic data online OR 3.By Manually entering the resident’s data from the Enrolment Form filled-up by the resident. 10 th Dec 2012

30 30 Application No. The Form number printed on Enrolment Form should be recorded in the Application Number field. NPR Receipt Number NPR stands for National Population Register. Check with the Enrolment Form, for the census survey Temporary Identification Number (TIN) / schedule number provided by the Registrar General of India [RGI (census)] officials to the household / individual. If available, enter this number in the NPR Receipt Number field. This is a mandatory field. Click the Not Given check box if the number has not been given to the resident. 31 31 Personal Details Name In the Name field, Enter the name of the resident. Note that the name field cannot be blank. At least one character must be entered. Special characters like ‘.’ (dot) or space cannot be repeated. For example Adrijit K. (dot) Basu is correct, but you cannot enter Adrijit K.. (dot dot) Basu The name must NOT include salutations, titles, etc. For instance Mr. / Mrs. / Miss / Dr / Major / Retd. / D.Lit. etc. are not a part of the name. 34 34 Age/Date of Birth In this field you can either enter the age or date of birth of the resident. If the exact date of birth is not known, then resident can provide her / his age (in years). Select the first radio ( ) button and insert the age of the resident. By default, this option is selected. If the resident provides the exact date of birth, select the second radio ( ) button and insert the date of birth directly in the DD MM YYYY format in the relevant boxes provided. If the date of birth is obtained from one of the documents submitted by the resident and the same has been verified, then check the Verified check box. 35 35 Age/DoB Validation If you enter more than two digits in the Age field, a warning message saying “You have entered age greater than or equal to 100.” is displayed. Month cannot be greater than 12 The application will automatically check the number of days in a month. For example it will not accept 30/02/2005, since February 2005 has only 28 days. The application also verifies leap years automatically. For example it will not accept 29/02/2005, since 2005 is not a leap year and February would have only 28 days. Enter the dates using the DD MM YYYY format. (Two digits each for the date and month. 38 38 Contact Details contd.. In line 1 of the address, record care of (C/o) person’s name, if any. If not available, leave the field blank. In line 2 of the address, record building number / house number / apartment number and name. Enter major/minor landmark, if any, in address line 4, otherwise leave it blank. Note that the landmark will be printed as a part of the address, and hence should contain some additional information. For example: “Near Roxy Cinema”, and not just “Roxy Cinema”. Enter name of Area/Mohalla/Locality/Sector in Address line 5 Enter the Postal Index Number Code (PIN code) in the PIN Code box After inserting PIN Code for the resident’s address, press the Tab button to auto-populate the P.O., Village/Town/City, District, State fields corresponding to the PIN Code. Copy Previous The Copy Previous option is used to recall the values entered in the address fields (such as Pin Code, Village/Town/City, District and State) for the previous enrolment. As a result, for the current enrolment, the Operator does not have to enter data related to these fields. Mobile Number and Email Address If the enrollee is willing to provide his/her mobile/landline number and e-mail address, these optional fields can be filled in. 41 41 Information Sharing Consent Information sharing consent has to be obtained from the resident authorizing UIDAI to share the resident’s details with the other agencies. From the Enrolment Form, check if the resident wants to share her/his details with other government departments, and private agencies for the purpose of service delivery. If the resident marks YES against information sharing consent in the Enrolment Form, then check the check box, otherwise leave it blank. 42 42 For each entry, after entering data in the English field, press the Tab button to move to the corresponding regional language field. You can also click on the corresponding regional language field directly. The application will then automatically transliterate the data from English to the regional language. 60 60 Step 4: Capturing resident’s Photograph The next step after collecting demographic data is capturing the resident’s photograph. The photograph must have a white background. Click on the green triangular capture icon( ) or anywhere on the photograph capture area to capture the photo. 63 63 Capture of facial image is mandatory for all residents including infants. If the quality of the captured image is not acceptable then re-capture is required. During photo capture session, (after clicking the capture icon) if the application doesn’t detect the face, it will display a message (shown below). If you select No, the attempt will not be counted. 64 Sometimes quality image may not be captured. You must look at the list of actionable feedbacks provided on the screen. If there are one or more errors while capturing resident’s biometric details, actionable feed-back pop up window is displayed by default. 65 65 On clicking the Actionable feedback popup icon ( ), Face Quality Details pop up window is displayed on which the Score, Compliance, Quality Attribute and the Comments to each of the attributes are displayed. Some of the actionable feedbacks (comments) in software are: No face Found Enrollee too far (eye distance in input image is less than 90) Enrollee too close (eye distance in input image is greater than one third of image width) Pose (Look Straight) Insufficient lighting Very low face confidence (faceless, object not identified as human face) Pose (yaw angle in output image is greater than 11.5 deg) Non-uniform lighting (of face in output image) Incorrect background (in output image) Insufficient lighting (bad gray values in face area of output image) Step 4: Capturing resident’s Photograph contd.. 10 th Dec 2012

66 66 Photographs with Errors The picture, when force captured or if the resident moves while capturing the image, results in incorrect images, with 2 faces, no face, blurred face, wrong angle of face etc. The Operator must ensure that all parameters are OK before accepting the image. 67 67 Capturing a child’s photograph At the time of capturing a child’s photograph, the child can sit on the parent’s laps, but the parent’s face should not be captured along with child’s face. 68 68 Capturing Biometric Exception’s photograph If any biometric exceptions have been specified in the Demographics screen, capture them as photograph on the Photograph screen. 124 124 How ECMP Lite works? ECMP Lite allows an Operator to pre-enrol a resident. The Operator has to enter and save the resident details on the demographic screen from the application filled by the resident. At the time of actual enrolment process, Operator can import the file into the enrolment station. ECMP Lite is used to capture demographics and banking data only Demographics data can be entered in a way that is similar to demographic data entry in the regular mode An Application Number must be assigned to each record entered in this mode The Application Number can be used to retrieve or import the record during the actual enrolment by using it as the Pre-enrolment ID After entering all the related details the record must be saved The saved record is stored in a pre-enrolment data file (in txt format) ECMP Lite contd.. 10 th Dec 2012

130 130 The captured data is saved in the C:\AADHAAREnrolmentClient\UID_PreEnrolLog\PreEnrol.txt location. At the time of actual enrolment, browse to the location and import the PreEnrol.txt file using the Import from Aadhaar Lite Edition tab. After that, in the Demographics screen, enter the Application No. in the Pre- Enrolment ID field and click Local Search. The typical process to integrate the KYR data file of the Aadhaar enrolment client application with the Registrar’s KYR+ application is as follows: Resident comes to enroll Open KYR+ application and Aadhaar enrolment client The enrolment Operator finishes the KYR data capture using Aadhaar enrolment client of the resident The KYR data, required for KYR+ field, gets saved (as per the template) into a.dat file (name- value pair) at a pre-defined location on the enrolment station The resident’s photograph gets saved into a.jpeg file at a pre-defined location on the enrolment station KYR+ Integration 10 th Dec 2012

133 133 The Operator switches to the KYR+ application with the help of Alt+Tab key The KYR data of the resident can be pulled to the KYR+ application with the help of a function key for example, F5. KYR+ data (other than KYR data) is captured (may be using KYR+ form or other way decided by the Registrar) and saved by the KYR+ application Switch back to the Aadhaar enrolment client Steps: Run KYR+ application provided and mandated by the Registrar You should switch between the 2 applications after printing the receipt from the Aadhaar enrolment client, while the resident is still at the centre.
