GFA Airworthiness Refresher Course 2015 Will cover: Why the Changes? What Issues Understand our System- Different to GA and RAAus Because we set it up this way Responsibility – What you do! Or don’t! Will go through the changes in MOSP 3

GFA Airworthiness Changes and Updates Why the Changes? CASA has to ensure ICAO standards Audited in 2013 and we failed badly Forced us to fix ourselves or stop. Internal Audit GFA developed AWDP Working hard in 2014 and 2015 to fix the issues.

GFA Airworthiness Changes and Updates What Issues? Problems were really poor admin. Also identified poor oversight/ audit. Poor procedures and action blamed. Club level AW – working under pressure. Poor understanding of AW throughout GFA. Incidents – couple of fires, poor maint., many fuel leaks. Luck only a couple of deaths.

What Changes? Fix GFA Admin Fix attitude: “ Airworthiness still seems to be regarded, right across the GFA, as a secondary consideration to operational safety. This cannot be allowed to continue; airworthiness and operations go hand-in-hand, as there is no point in having one without the other.” So that is why we are here.

Regulations, Rules and Recommendations What do you need to know? Airworthiness under GFA is subject to the same CASA regulations as all VH registered aircraft Except we are exempt from Parts 4 and 4A for Airworthiness. Legally bound to comply with all the CASA regulations; Civil Aviation Regulations (CARs), Civil Aviation Safety Regulations (CASRs), and Civil Aviation Orders (CAOs) Must comply with GFA’s Manual of Standard Procedures these guide you and are simpler Be aware; Mandatory or guidance – not clear! Follow the RO Handbook and MOSP.

Airworthiness Airworthiness cannot simply be bolted on at any stage in the life of the aircraft. Airworthiness is the result of a process which begins with the design of the type, progresses through certification, manufacture, operations, maintenance, modification and repair. Airworthiness Responsibility Chain You are a part of it; Annual or DI. Each of us is RESPONSIBLE for our bit. You may end in the Coroners Court. Think of what you will say.

Airworthiness Responsibility Chain Registered Operator: You are RESPONSIBLE for maintenance: Read RO Handbook and be concerned! List of duties; rego, addresses, get info, up to date, ensure maintained correctly, by authorizes persons, ensure mods and repairs, documentation. Be very aware – Onerous. Responsible cf Maintain. Club AAO is the RO for Club gliders!

Different Standards Private Aircraft: Lower standard than airliners Gliders: We can have our own methods. Certified – must comply. Some Benefits. Experimental – RO can decide Beware – limits and may not return. Homebuilts – almost free LSA – Manufacturer controls completely. Mostly about safety of Public. Some Protection for future owner. Increasing risk acceptance.

Different Standards Sailplane: Very simple. Turbo: Much more complicated More Risk. Self-Launcher – even more. Touring Motorglider – a lot more. We don’t want to complicate sailplanes. We must step up our standards on MGs.

Mainly in GFA head office Maintenance Generally Good Some Incidents Poor Understanding – Lucky to date Responsibility Chain – You/ All of us Registered Operator = RESPONSIBLE PERSON o You are taking on the responsibility! Some variation in Standards

REVIEW Motorgliders are the biggest problem: Engine Course – Needed Most complex = More Risk Most Risk – Most Dodgy work. DI Handbook for MGs. Biggest change since 1990s Throughout GFA not only AW.

MOSP Changes Gliding Community is happy or wants more freedom, simpler. Just go flying or playing with gliders. GFA wants to keep it that way. But there were some new rules required. We had to make it clearer. We have to make sure we comply with law. So we re-wrote our rules = MOSP 3 Version 7. We added RO Handbook to clarify, simply.

MOSP Changes The MOSP Structure: GFA Website Aviation like everything is becoming very web based. It enables GFA to be much better and more efficient. Worldwide is going WWW. But Australian law is different. Generally we accept foreign rulings.

MOSP Changes The requirements are generally unchanged. But there are more rules to enable compliance, Once CASA approve the new MOSP then we are clearly legal doing that. They have reviewed and are basically happy.

MOSP 3 Changes Rearranged to be clear and logical MOSP 3 is Procedures. The 1 st manual of MOSP Part 3. All clearly listed and are available on the web. MOSP 3 is the GFA and CASA rules for GFA. Extended to cover GFA only rules. For exemptions, eg licenses & PUs. A couple of rules that suit us and we hope CASA will approve. See RO Handbook for simple English version. Refer MOSP3 for What, When, Who.

MOSP Changes We totally re-wrote MOSP 3: Many sections were just copied But then edited to make them clear Use it as a reference Hopefully what you thought it meant is still the case. We fixed a couple of things in V7.0. V7.2D is now active. We changed a lot of words for CASA and resolved a few items to get their approval. Will issue and advise.

MOSP Changes V7.0 to V7.1 to V7.2 to include and address CASA comments. On website. List of all Manuals: Mandatory and Guidance. All good advice. GFA Website Note: CAR 1988 and CASR 1998 Two sets of laws – transitioning.

MOSP Changes AAOs - Bit more Authority. Inspectors can be remunerated. Insurance will cover non profit. Experimental Certificates – tricky but OK. Clarifies Many reasons for EC See Chapter 6. LOGBOOK STATEMENTS See Ch 9. Schedule of Permissible Unserviceabilities Noise Certificates

MOSP Changes LSA Gliders o A new system to remove the costs of authorities o Manufacturer must totally control o Fine as long as manufacturer is around. o EC if manufacturer gives up. o Tend to be lighter and weaker but built to a different standard so can be what you pay for. ASTM or other standard. o GFA and CASA totally accept. But new rules – different in cases. o We cannot help with changing rules or providing engineering or repair schemes.

MOSP Changes Ch 9: SAILPLANE MAINTENANCE POLICY New for clarity and freedom and to improve our system of maintenance. Gives the RO freedoms but he needs to be sensible. ALS & CMR – you have to comply by law. If not hire and reward: Rest of MM, SBs are not mandatory – just very good advice on how you should do it. Or use standard GFA Form 2 system. Or ask for a variation to be approved Logbook Statement states which.

MOSP Changes Ch 10: Maintenance Authorities New ratings to make it clearer who has training and experience. Fabric & W&B Advanced Few issues initially. Please ask. What you had you still have. But don’t stretch too far – it is your liability! W&B - modern complex aircraft and motorgliders Refinishing – really to make sure people know the risks and manage them.

MOSP Changes Ch 10: Maintenance Authorities Motorgliders – intent is the same. We need to tighten up Revalidation See problems with understanding and keeping up to date. Be aware of your currency and competency It is your liability. Ch 11: Inspections No change Do the independent inspections!! Inspection also at 250hrs for high use gliders.

MOSP Changes Ch 12: SDR Old defect system. Better system and will be carried through. Use GFA SOAR online system or email or paper. Ch 13: Specific Maintenance Requirements ADs are to fix issues. They should not be part of the normal maintenance system. We are moving ADs into MOSP to make them part of the system. They will still be listed on the AD Schedules but as MOSP references to remind Inspectors when to inspect.

MOSP Changes Ch 14: Life Extension and Surveys Ch 15: ADs Big changes as of 1998 and we missed it!!!!!! Certain foreign ADs now apply. We cannot find them all for you. We will help by putting all we know on Schedules. Enabled by the internet and so you have to go WWW It should be better, quicker, more up to date, less cost But there are cons. MOSP Changes Ch 18: MODIFICATIONS AND REPAIRS Tighten up and make sure this gets done. Important set of changes. Liability – until aircraft is scrapped or changed! Always record what approved data in a certification Decided Gelcoat to Paint is a mod. 18.7 Minor Changes Not Requiring Approval Some extra freedoms to allow for simple changes. Making it legal. CASA is happy. Owner can do it but AI must verify.

MOSP Changes 18.8 Substitution of Materials and Parts Be careful and sensible Defining better in BSE – will be easier/ clearer Li Batteries of any type still considered a risk Many types – too hard to blanket approve Engineers will still not approve, even LiFe Ch 20: Weight & Balance We don’t have authority. But resolving with CASA. Be careful modern gliders are complex. Also Motorgliders. Need clear Placard so pilots get it right. So W&B Advanced rating – be competent
