On October 29, 2010, 52% of today’s permanent workforce is eligible for Early or Optional retirement. 2005 2010

5 Right Person, Right Place, Right Time: Meeting NOAA’s Workforce Needs SES Retirements As of October 29, 2005, 67% of the SES workforce (120) was eligible for Early or Optional retirement. On October 29, 2010, 84% of today’s SES workforce is eligible for Early or Optional retirement. 2005 2010

7 Right Person, Right Place, Right Time: Meeting NOAA’s Workforce Needs Current State— PPBES 70% of FY 07 Program Baseline Assessments (PBA) indicated that workforce, personnel, and training are Program constraints. 70% of Programs responding to FY 07 PBA competency inventory show leadership/ management skills gaps. An even higher percentage show a gap in at least one critical skill category.

8 Right Person, Right Place, Right Time: Meeting NOAA’s Workforce Needs What’s the Challenge? Workforce Planning— How do we develop and prepare NOAA’s workforce for the future? Recruiting— How do we modify our career paths to attract today’s Gen-X and Gen-Y employees? Retention— Does NOAA have the right tools to retain high performing employees and to deal with low performing employees? Training and Education— How do we evolve a continuous learning environment that aligns with NOAA’s strategic goals and objectives?

9 Right Person, Right Place, Right Time: Meeting NOAA’s Workforce Needs Making the Case A competent workforce is CRITICAL for accomplishment of NOAA’s mission. To solve the major environmental challenges that face the nation and the planet, NOAA needs a WORLD-CLASS, LEADING-EDGE workforce. A NOAA strategy for addressing our workforce needs is VITAL.
