3. Stakeholder comments 1.ERIS and NRIS are generator specific Interconnection Service products and do not apply to HVDC Interconnections. Opposing view contend that ER/NR can be extended to HVDC Interconnections as well, because these rights would be transferred over to the generator that uses the HVDC to serve load in MISO 2.Service agreement for HVDC should be a combination of Transmission and Generator Interconnection Agreement 3.Existing GIA can be modified for HVDC Interconnections 4.All cost emanating from reliability studies, for HVDC interconnections, should be borne by the requesting Customer 5.MISO should use the existing Generator Interconnection cost allocation rules for HVDC Interconnections

Stakeholder comments 6.Separate process for HVDC Interconnections – Yes, there should be a separate process – No, injection should be treated as a generator and should follow the GI Interconnection Process. Withdrawal can have a separate process 7.MISO should have a separate call to vet the HVDC Interconnections 8.MISO should have a first come first service process for HVDC 9.Benefits of HVDC Controllability should be factored while designing a new process 10.MISO should have a collaborative process with other RTOs when HVDC crosses the SEAM 11.Cost allocation of Network Upgrades will depend on whether it is an injection or withdrawal 12.“However, given the unique development cycle of a long-distance transmission line, regulatory uncertainty should be considered in the development of milestones so that projects can move through the interconnection study process and show progress and proof- of-concept to the various regulatory bodies while also not being subjected to re-starting the study process when regulatory hurdles slow development.”

5. Next Steps 1.MISO is going to develop a separate process for HVDC Interconnections for all future HVDC Interconnections. – MISO will add this task to the IPTF Management Plan 2. For HVDC requests already in the queue, MISO will process them through the current Generator Interconnection process (Withdrawal and Injection) – Modify the GIA pro forma to create a Service Agreement for existing HVDC requests – Discuss challenges related to stripping ERIS/NRIS from the Service Agreement – Can HVDC Transmission Service, available through Module B of the MISO tariff, be potentially be combined with a Service Agreement in lieu of ERIS/NRIS?
