PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ CONTEXT FOR INNOVATION BiH as post-conflict society exposed to political, economic and social transition Multi-layered administrative system Large presence and influence of International Community (IC) including Aid agencies and Donors Innovation agenda driven heavily by external factors ( IC and EU integration process requirements) making domestic stakeholders inactive Scope of Changes and Innovations mostly corresponds to the State building needs vs. Governance and PA Innovations focused more on institutions and processes, less to services ecxcept at the local level

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ CONTENT OF INNOVATIONS - KEY AREAS Human rights, Consumer protection (Ombudsman), Public Notary Human resource management in the PA (BD) and ICT (e-government sessions, IMS for EUI, Case Management System HJPC, HRMIS) Regulatory reform (Regulatory Guillotine RS) Coordination of the financial and technical assistance for the PAR (PAR Fund - local management of the foreign assistance) Promotion of Innovations through easy access to information, media promotion, culture of learning and knowledge sharing, rewards - yet, more systematical approach needed

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ GAPS - INNOVATIONS STILL NEEDED Integration of the services aimed to meet citizens expectations for simple and effective service from the Government (especially important when administrative competences are distributed at more levels - multilayered administrative system in BiH) Effective utilization of the partnership with civil society and private sector to increase openess and legitimacy of the Government Citizens inclusion in the public affairs (policy making and legislative drafting procedures) aimed to increase democracy, accountability and trasparency in delivery of public services Further utilization of ICT in the delivery of public services

Raise awarness about succesfull innovation within the government (among different layers of governement) and across Governments in the region as well towards civil society Build supportive environment in the PA (guiding coalition of the most credible public institutions, support to strategic leadership, rewards, knowledge sharing process, access to information...) Build supportive environment throughout the civil society Support introduction of the National Award programmes for exellence in PA and encourage participation in the regional and international Award Programmes Strenghten regional and international cooperation (networks) and increase the scope of their activities in the field of Innovations
