46 CFR (d) Submergence of Load Lines When a vessel departs from a port situated on a river or inland waters, deeper loading shall be permitted corresponding to the weight of fuel and all other materials required for consumption between the port of departure and the sea. Does not apply to vessels when navigating the Great Lakes.

NVIC 07-04,CH-1 Ballast tank: “...Any tank or hold...used for carrying ballast water, whether or not the tank or hold is designed for that purpose.” Ballast water: “...any water and suspended matter taken on board...to control or maintain trim, draft, stability, or stress of the vessel, regardless of how it is carried.” What is not ballast water: Water sealed in ballast tanks Water changed only in connection with dry docking Water taken into ballast tanks from commercial or municipal fresh water sources Note: Vessels which operate exclusively with permanent ballast water and/ or water from commercial or municipal sources in ballast tanks are not subject BWM Towing Vessel National Center of Expertise

Ballast Water Management (BWM)
NVIC 07-04,CH-1 BWM reports are required for towing vessels that are equipped with ballast tanks except for: Voyages solely within a single COTP zone Vessels that enter other COTP zones but ballasting operations only take place in a single COTP zone BWM reports from towing vessels are submitted when the vessel conducts fueling operations after entering a COTP zone BWM records (same information as BWM reports) maintained onboard for two(2) years.
