Summary of Proposed Changes Capital charges will be paid with vertical construction permit Improves cash flow and project financing Streamlines procedures by eliminating tracking of pre-purchased capacity

Summary of Proposed Changes Capacity not connected for two years will revert to OCU and capital charges will be refunded Capital charges purchased prior to the revisions can still be sold and transferred
