BLACK & VEATCH RETI 1.0 BACKGROUND AND RPS CALCULATOR RESOURCE DEVELOPMENT
2
Premise at the time: California law required 20% renewables by 2010; the state had also adopted a goal of 33% by 2020. Development of renewable generation had slowed in CA. Transmission was recognized as a limiting factor. RETI facilitated planning and permitting for transmission to competitive renewable energy zones (CREZs) Broad stakeholder engagement B&V was the main technical and economic consultant RETI 1.0 (2008-2010) RETI 1.0 was a statewide planning process to identify transmission projects needed to accommodate California’s renewable energy goals.
3
Reassessed in 2013-2014 Resource availability much more widespread and economic Many new wind resources in northern California Updates also made for performance and costs to reflect industry advancements Future yearly updates planned ZONE IDENTIFICATION

UPDATED RENEWABLE RESOURCE ASSESSMENT Wind, Biomass, Geothermal, and Solar Thermal Project Locations Solar PV not shown, but is available across the state (see next slide) For wind, substantial shift north, into non- CREZ areas
11
Widespread and generally good quality throughout California Most of resource is outside previous CREZ boundaries Worst current RPS Calculator PV resource still less expensive than the best RETI 1.0! SOLAR PV RESOURCE (TRACKING PV)
12
Input provided by REAT agencies to update land use screens used in the RPS Calculator Last updated in 2010 RETI Category 1 – Development prohibited No resources in Category 1 included in the Calculator dataset RETI Category 2 – these lands have restrictions or resource conflicts unique to each area Calculator currently includes resources in Category 2 areas, but can be run as a sensitivity UPDATES TO LAND USE SCREENS 12

More information on changes at: http://www.cpuc.ca.gov/RPS_Calculator/ RETI 1.0 CREZ Boundaries: Very specific, sometimes capturing specific project boundaries and interconnection lines Purposefully made as small as possible (“Shrink-wrapped”) to minimize perceived environmental footprint RPS Calculator CREZ Boundaries: Not for siting or environmental assessment - used for categorization and assigning transmission upgrade cost More comprehensive coverage Boundaries less meaningful No particular advantage to being in a zone CREZ BOUNDARY DIFFERENCES
15
All of these zones correspond with a legacy zone name or a zone in the 2012 RPS calculator (Los Banos, Central Valley North) No new zones identified by B&V, except Sacramento River Valley Resources outsides zones summarized by county Available for selection in the Calculator NEW SUPER CREZ BOUNDARIES
16
Black & Veatch developed new cost and performance information from internal sources, market data, and other literature (LBNL, DOE, CEC) When possible, previously-vetted information from other Black & Veatch stakeholder projects was used RETI 1.0 (2008-2010) Western Renewable Energy Zones (2009, 2012-2013) SB1122 Biomass Feed-in Tariff (2013) NREL Renewable Electricity Futures (2010) Updates made to cost and performance based on new design information and industry improvements RPS CALCULATOR RESOURCE UPDATES
