2 What is Inspire?  Integrated Substance Misuse Service  Partnership between CRI, Acorn and Work Solutions  Commissioned from 1 st April 2010 by LDAAT and East Lancashire PCT to provide Tier 2 and Tier 3 treatment for people with or affected by substance misuse problems across East Lancashire  5 bases (Burnley, Pendle, Rossendale, Hynburn, Ribble Valley)

3 What do we provide?  Advice and Information  Assessment  One-to-one sessions  Substitute prescribing  Community detox  Referral to in-patient facilitities  Referral for residential rehabilitation  Harm minimisation in relation to BBV  Group work  Employment and training

10  Numbers in treatment:  Majority of new presentations are alcohol  46 % increase in Criminal justice numbers in treatment. (214 – 314) Performance

11  Supervised Consumption – reduced by 1/3 since April 2010 (620 down to 445 today) Resulting in approx 15k saving per month.  Reduction in prescribing Budget. Reduction from 45k to 32k. Performance contd.

12  Target 60% Planned Discharges *  Treatment complete – drug/alcohol free, or  Treatment complete – occasional user (not OCU)  Community T3:-  Alcohol 72% / Drugs 40.6%  Criminal Justice T3:-  Alcohol 63.9% / Drugs 39.5% Leave the service with positive outcomes

13 Inspire Supported Housing Delivered by Inspire Housing Officer : Sara Carnie & Abstinent Housing Co-ordinator: Zoe Houston

14 Pathways between non-abstinent and abstinent housing. Clients still in active addiction Clients who achieve abstinence Sara Carnie To support Inspire clients with housing issues who are chaotic and not engaging in psycho- social therapies. Zoe Houston To support Inspire abstinent clients with housing issues, who are ready to leave RAMP and are engaging in DEAP.

15 Housing Pathways Referrals from Prison or Community. RAMP delivered in Forest Bank and Buckley Hall Chaotic Clients Abstinent Clients 1 of 3 short term properties with intensive support DEAP & HOUSING. (including St James house) RAMP Passport to Housing In the unfortunate occurrence of a relapse or continued illicit use of drugs or alcohol Eviction from properties with support and emergency accommodation found Move-On accommodation

16 Legal framework for drugs in Supported Housing Legal framework for drugs in Supported Housing.  Housing Legislation i.e. Section 8 Misuse of Drugs Act (1971) and Section 1 Anti-social Behaviour Act 2003).  Acorn are an accredited Supporting People Provider – currently rated as a level B service delivering abstinence based housing.  CQC registered – have a range of policies and procedures  Clients in Housing who require medication should be able to self administer and or have access to supervised administration if required. We will work closely with medical leads on this.  Use good practice around eviction

17 Partnerships formed in East Lancashire. Exciting opportunities to work with Calico Housing including the possible purchasing of a six bedroom property for abstinence housing. Working closely with local RSL’s including Hyndburn Homes, Pendle Housing, Ribble Valley Homes, Greenvale, Harvest Housing. Links with emergency housing including Salvation Army, Claire House, Positive, Stepping stones, Safe Space, and Private rented accommodation. Efforts being made to make good relationships with local Community Safety partnerships, local Councils, Police.

18 Future developments with Inspire Housing.  Private Investors.  Big society model – volunteers, peer mentors, Recovery Champions.  Better pathways from prison (RAMP Buckley Hall and Forest Bank) into Recovery Community via Inspire service
