2 THE NATURE OF THE SCHOOL BOARD Corporate body Elected by the public No authority as individuals, only authority comes as a member of the board team in a legally held meeting Kentucky statutes assign functions

7 SIMPLY PUT… School boards are responsible for: Oversight of all district funds and property Allocating funds in the interest of promoting education Hiring the superintendent Establishing salary schedules Develop and approve the allocation formula based on state guidelines Approving facility plans Approving District Improvement Plans

8 HOW DO WE UPHOLD THIS RESPONSIBILITY ? Board members must understand the following: Statutes and board policies that govern district finances Sources of revenues and regulatory restrictions Budgetary responsibilities, procedures and statutory requirements Procurement policies, procedures and statutory restrictions SBDM allocation procedures, policies and laws Staffing and salary allocations Accountability requirements (independent audit/state/federal agencies)

9 OPERATIONAL GUIDELINES FOR EFFECTIVE BOARD MEMBERS Visit school, but DO NOT interfere with the operation of the school (School board member should consult with the superintendent before going to a school for a visit.) Personnel- OFF LIMITS except for the superintendent Recognize that administrators are responsible for carrying out board policy.

10 MORE GUIDELINES AND THINGS A SCHOOL BOARD MEMBER MUST AVOID: Interfering with day-to day details of school administration Making promises and commitments before questions are fully discussed in board meetings. Divulging confidential information Indulging in petty criticism Using board membership for personal gain

11 JOB #1 IS TO REACH HIGH LEVELS OF STUDENT ACHIEVEMENT Build a good board team Set high expectations for the district Encourage accountability Partner with shareholders HOW ???

13 QUALITIES OF EFFECTIVE SCHOOL BOARD MEMBERS AND THINGS TO LOOK FOR IN YOUR REPRESENTATIVE DO THEY… Clearly understand the roles and responsibilities of the job? Participate and be productive in meetings? Make themselves approachable and visible? Appreciate and value the employees? Objectively evaluate the superintendent? Focus on children and sound governance?

This school- based Academy consists of six workshop sessions that provide parents with the tools to help their children succeed in kindergarten and beyond. The series teaches busy, overwhelmed parents and caregivers how to turn everyday moments into learning opportunities. The tools are easy, sometimes as simple as talking about the colors of the trucks that pass by while mom and baby head to the grocery store. The school- based workshops allow a meaningful conversation to start with parents early, offering them the essential building blocks of education to support their child's future academic successes and to create a strong connection between home and school.
